Job Description
Project Concern International (PCI), an international, health, development and humanitarian assistance non-governmental organization (NGO), is seeking a Senior New Business Development Officer (Snr. NBDO) who will play a leadership role in identifying, researching, analyzing funding opportunities and planning, developing and coordinating successful proposal submissions to obtain funding for PCI programs. The Snr. NBDO is a grant proposal and resource development professional with demonstrated experience in developing successful proposals for public and private donors, including leading major US Government (USG), primarily USAID funded proposal submissions. The successful candidate will have superior writing, analytical and organizational skills. The Snr. NBDO is a permanent, full-time assignment, based at the PCI headquarters in San Diego, CA. The position reports to the Manager of the New Business Development Unit (NBDU).
Job Summary:
The Senior NBDO is responsible for managing the process of developing and successfully submitting grant proposals, including the coordination and management of Proposal Preparation Teams (PPTs) for several technically complex, multi-million dollar proposals annually to USG agencies, and a variety of private foundations and other donors. The Snr. NBDO works closely with Technical Officers (TOs), Regional Operations Officers (ROOs), Country Program Directors, and other field staff, to develop and coordinate the compilation and submission of proposals to obtain funding to support PCI programs and operations, both domestically and abroad. Working in coordination with PPT technical leads, the Snr. NBDO drafts and/or edits sections of multi-million dollar, major, technically complex proposals or entire concepts/letters-of-inquiry (LOIs)/proposals for other funding opportunities. Working in coordination with other NBDU Officers, TOs, Country Directors, Development Department staff and others, the Snr. NBDO will conduct donor research, identify strategic targets, and cultivate and steward relationships with key contacts at USG agencies, foundations, corporations and other donor organizations that result in successful (funded) proposals. The Snr. NBDO identifies gaps and recommends and implements solutions that update or improve tools, systems, and processes critical to NBDU functions, and that promote innovation, efficiency and effectiveness in PCI’s new business and proposal development activities.
Key Duties and Responsibilities
- ****Proposal Planning, Development and Submission (55-65% LOE)****
- In coordination with TOs, Country Directors, Operations Officers and other staff, provides facilitative leadership in the development of program designs and their translation into winning proposals.
- In coordination with TOs, Country Directors and others, support partnership cultivation in order to build consortiums where PCI primes or where PCI partners as a sub-grantee, and facilitate the recruitment of staff, technical assistants and consultants in support of proposal submissions.
- Write and edit new content for successful funding proposals, including developing multiple annexes/attachments and revise and polish all text and content for final submission.
- Manage document version control, sequencing of reviews and the overall development, coordination and version control of all components (graphics, attachments, etc.), while ensuring quality and on-time submission.
- Maintain proposal quality and total compliance with RFA/donor requirements, including on-time submission of electronic and hard copy applications.
- Serve as primary author for lower value proposal and LOI submissions.
- Facilitate debriefs for proposal teams and work to apply lessons learned to continuously improve the quality of future submissions.
- ****Resource Development Planning and Implementation (10-15% LOE)****
- Plan and lead implementation of resource development planning workshops for assigned countries, technical sectors and PCI initiatives.
- Lead the action planning and follow-up to ensure effective implementation of resource development plans, including tracking progress toward targets.
- Facilitate the engagement of TOs, other technical/program staff and Development staff in the action planning and pursuit of specific donor and funding opportunity targets.
- ****Prospecting, Positioning, Relationship Cultivation and Donor Stewardship (15-20% LOE)****
- Track, analyze and disseminate funding opportunities from federal (USG), private, foundation, corporate, multilateral and other donors.
- Lead the research and analysis of and develop recommendations for bid decisions, and provide facilitative leadership for Go/No-Go decision-making discussions/negotiations.
- Manage and lead the development of written materials to support PCI’s positioning efforts with potential donors and partners.
- In coordination with project managers, Operations, TOs and other staff, contribute to the development of timely and complete donor reports, particularly for private donors, to support PCI’s positioning efforts to secure continued funding from current donors.
- Identify and implement resource development best practices and process improvements.
- ****Manage and Improve NBDU Systems, Tools and Trainings (7-10% LOE)****
- Manage input of proposal submission records and donor information into a Contact Relationship Management (CRM) dbase (maintained in Salesforce) and utilize the data to inform strategic prioritizing and decision-making.
- Manage input of donor records by other staff and utilize the data to inform donor relationship cultivation and stewardship efforts and strategy development.
- Track and analyze “hit rates” on proposal submissions to inform decision-making on setting future donor targets and proposal development (Pursuit) strategies.
- Lead new staff orientation and onboarding to orient each to their role in new business development.
- ****Special Initiatives and Other Individual Responsibilities (5-10% LOE)****
- Supervise support staff (Admin. Assistant, Coordinator, etc.), as assigned, as well as interns and temporary staff or consultants as needed.
- Contribute to, draft, edit and organize the development of content for the annual report, quarterly board reports, fact sheets and other marketing or capacity materials as assigned. Other duties as assigned as needed.
Position Parameters/Special Responsibilities Required:
- Will require both domestic and international travel
- Will require occasional night and weekend work during peak periods
- May have supervisory responsibility
Required Qualifications
- Bachelor’s Degree in social sciences/humanities or related field, with a preference for international development/relations/economics or public health.
- Minimum of 7 years of professional experience, with a minimum of 3 years of demonstrated success in donor relationship cultivation and the development of major proposal submissions – including USG proposal submissions (primarily USAID) - in a relevant sector such as international development, public or global health, agricultural or economic development.
- Superior writing, oral and overall communication skills.
- Demonstrated experience and ability to effectively research, analyze and disseminate analysis on potential funding opportunities such as open Request for Applications (RFAs), as well as on individual public (USG, state, and local government agencies) and private foundation donors.
- Demonstrated experience leading the identification, cultivation and stewardship of relationships with donors or their representatives that resulted in successful (funded) proposals.
- Demonstrated experience facilitating “Go / No-Go” decision-making on funding opportunities, including providing analysis and recommendations to inform the process and managing input from several staff members and other possible internal or external stakeholders.
- Demonstrated experience in reviewing and/or developing budgets and budget narratives.
- Demonstrated experience in the development and implementation of strategies and policies designed to improve the success of proposal development and submission processes.
- Demonstrated ability to consistently and effectively work on multiple assignments, including complex proposal submissions and other tasks simultaneously, often under strict time constraints.
- Strong working knowledge of procedures and regulations for submitting U.S. Government and private foundation grant proposals.
- Ability to serve as an effective representative for the organization at a variety of meetings and forums with donors, foundation representatives, board members, the general public, etc.
- Ability to work effectively both independently and as part of a team.
- Dependable, reliable and possess good judgment in order to work independently on major assignments, sometimes from locations based in foreign countries with limited infrastructure and intermittent Internet service and other challenges often present in developing countries.
- Computer skills including: word processing (Microsoft Word); spreadsheets (Excel); electronic communication systems (Outlook, Instant Messaging, Skype, etc.), and Salesforce or other similar database system.
Desired Qualifications
- Graduate work or degree in social sciences, international development/relations, public health or related field strongly desired.
- Supervisory experience strongly desired.
- Bilingual (English-Spanish) preferred.
