ROLES AND RESPONSIBILITIES: (REVISED)

The U.S. Agency for International Development (USAID) continues to be at the forefront of the U.S. Government (USG) response in the fight against HIV/AIDS. USAID is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR) and works closely other USG agencies on a multi-billion dollar initiative in more than 120 countries. USAID is also a lead agency in the implementation of the Global Health Initiative (GHI) which seeks to shift the focus of USG assistance from disease-specific programs to integrated and synergistic global health planning.

The Orphans and Vulnerable Children Sr. Technical Advisor serves in the Implementation Support Division (ISD) for the Office of HIV/AIDS, in the Bureau for Global Health (GH/OHA) and reports to the OVC team lead for day to day activities and ultimately to the IS Division Chief. The incumbent serves as a senior advisor working with the Orphans and Vulnerable Children (OVC) team and is devoted to a range of activities, both at the USAID country level and at headquarters, such as program management of grants, cooperative agreements and contracts, HIV program designs, assessments, and evaluations of USG-sponsored international development assistance programs. OVC programming encompasses: programming to mitigate the impact of HIV on children and programming to prevent HIV infection among especially vulnerable children. The Advisor will also be expected to support programming to build the capacity of governments in child welfare.

The Advisor’s work is performed primarily in GH/OHA with visits to USAID missions in partner countries to provide technical assistance for HIV/AIDS and specifically OVC programming. The Advisor is expected to participate in team assignments that cross sector lines as they relate to coordination of OVC activities with other development activities concerned with child welfare.

DUTIES:

Designs, implements and evaluates USAID Orphans and Vulnerable children programs worldwide with emphasis on sub Saharan Africa. Supports Agency-wide activities within the HIV/AIDS area, serving as a technical reviewer of studies and programs which may have significant impact on PEPFAR programs. Reviews and analyzes data; assists developing cross-sectoral implementation models; disseminates lessons learned; provides advice on local capacity building, sustainability and strategies to prevent and respond to family separation. Advises USAID missions on new technical developments for child protection, family preservation and other areas of OVC programming.

Provides technical support for the development and review of USAID mission HIV/AIDS strategies including country ownership and agreements with partner country governments. Ensures that the Office of HIV/AIDS technical, management and implementation guidelines for comprehensive HIV/AIDS programs and specifically OVC are current and fully applicable to participating country settings.

Contributes to the Bureau for Global Health efforts to formulate Agency positions on OVC-related research issues, assists in the preparation of presentations to Congress, universities, foundations, and partner country representatives. Under the guidance of the OVC Team Lead, responds to information requests from Agency leadership and PEPFAR implementing agencies on USAID’s HIV/AIDS programs and OVC in particular. Participates on inter-agency working groups, such as the OVC Technical Working Group and the Action Plan for Children in Adversity, and acts as a liaison within the USG as well as with donors, multilateral banks, private voluntary organizations (PVO), universities and professional organizations.

The Advisor attends conferences and meetings for the purpose of professional and programmatic interchange and to establish working relationships with development professionals and donor institutions.

The Advisor participates in the development of plans and designs for headquarters and mission-specific projects under established and/or proposed program objectives**.**She/he participates in geographic and Global Health Bureau appraisals of proposed health science projects/programs, policies, strategies and technical reviews. She/he assists in the examination of programs/projects for financial, technical, social and environmental soundness. The Advisor serves on teams to assist partner country officials, USAID missions and interagency teams in the design and execution of feasibility studies, and OVC assessments. She/he identifies and analyzes OVC and related HIV/AIDS public health issues and their impact on advancing the USG agenda in support of an AIDS-Free Generation. The Advisor assists in coordination of evaluations of health science programs during or following program completion; assessing program results, cost effectiveness and lessons learned.

The Advisor assists the Office of HIV/AIDS Team in guiding recipient agencies in the identification, documentation and dissemination of best practices to improve HIV/AIDS Orphans and Vulnerable Children’s prevention, care and support programming. Participates in technical program reviews and conferences on HIV/AIDS program results with implementing organizations, partner country officials, PVO/non-governmental organizations (NGO) and other donors.

Serves as a resource to the Global Health Bureau in the identification and resolution of critical program-related issues and problems related to Orphans and Vulnerable children. Develops plans for technical assistance and other activities with a specific focus on OVC-related issues; participates in determining regional and country development objectives based on guidance from USAID regional bureau staff and in-country OVC teams; recommends human and financial resources needed to meet OVC-related program/project objectives. Works with partner country governments, under the guidance of USAID missions, regarding child protection programs, specifically for children affected by HIV and AIDS.

Assists USAID missions with monitoring and evaluation of OVC activities in the partner country and supports progress reporting. Participates in USAID/Washington reviews of Mission OVC program and project proposals to ensure effective, evidence-based OVC program design.

CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER

EXPERTISE REQUIRED (REVISED)

. The contractor must have:

· The position requires an extensive background in child protection and welfare including knowledge of new programmatic and implementation strategies, combined with planning, analysis and evaluation; administration, management and coordination of inter-agency international HIV and AIDS programs. An advanced degree in social work, education, child psychology or related areas is required.

· A high degree of skill is required in analyzing and interpreting complex legislation, program policies, and regulations. The Advisor is required to utilize the data and best practices to design and evaluate strategies and programs that address the needs and priorities of partner country cooperating sponsors and governments and are consistent with and advance the USG goals in addressing international child welfare standards. Knowledge of, and proficiency in, Portuguese or French is an asset.

· The Advisor, as a team member assists in the interpretation and applications of policies in terms of established goals, objectives and best practices. Controversial or unprecedented issues are brought to the attention of the Team Lead for guidance. Completed work is reviewed for feasibility, conformance to agency policy and practices, and effectiveness in meeting specific goals and objectives. Employee performance is evaluated annually.

· Mastery of complex international child welfare programming is necessary to provide effective program and supervisory management. Assignments are interdisciplinary in nature, with a complex array of social implications, cultural diversity, economic conditions, and environmental aspects. Ability to function effectively in a USG inter-agency structure and the capacity to operate in diverse social and cultural settings.

· Must be familiar with the entire range of child welfare programs in developing countries and have experience in providing technical guidance to such programs in resource constrained settings.

· Be familiar with the managerial/supervisory/administrative structures and processes of USAID and those of domestic, international, and partner country institutions.

· Willing to travel to developing countries up to 35% of the time.

· US Citizenship with ability to obtain a Secret Security Clearance is required.
