PILPG is a 501(c)(3) non-profit organization that operates as a global pro bono law firm providing free assistance to transitioning states and governments.To date, PILPG has advised over twenty pro bono clients on the legal aspects of peace negotiations and post-conflict constitution-drafting, and over two dozen states and war crimes tribunals in Europe, Asia, and Africa concerning the protection of human rights, self-determination, and transitional justice. PILPG has maintained offices in states such as Bosnia and Herzegovina, Kenya, Kosovo, Libya, Nepal, Tanzania, Somaliland, South Sudan, and Uganda and has further served clients throughout the Balkans, the Middle East/North Africa region, sub-Saharan Africa, and Asia. PILPG currently has five field offices, in addition to its headquarters-based office in Washington, DC.
Role & Responsibilities
PILPG is currently hiring for a Workforce and Overseas Operations Manager, who will support the organization’s headquarters in Washington, DC and the organization’s overseas operations. The position will be based in Washington, DC.
The Workforce and Overseas Operations Manager will be responsible for providing operational and human resources support to PILPG’s field offices and projects, as well as general office support. This position will report directly to Senior Counsel, and support the rest of the senior management team.
The primary duties of the Workforce and Overseas Operations Manager will include, but shall not be limited to, the following:
Workforce Management
· Managing and coordinate hiring process for new staff, consultants and volunteers, including developing call for applications, posting calls, reviewing resumes, vetting candidates, conducting initial interviews, and offering positions;
· Coordinating and managing orientation for new hires;
· Managing onboarding new hires, in cooperation with relevant staff members;
· Draft employment contracts for new employees and consultants;
· Ensuring proper filing and storing of all employment-related documents;
· Overseeing regular feedback and review sessions for PILPG staff;
· Responding to questions regarding benefits, vacation, and the employee manual;
· Tracking timesheets and leave approval;
· Assisting in payroll;
· Maintaining relationships with potential recruits for future staffing needs;
· Managing workforce anticipatory outreach, including managing a consultant/employment database;
· Assisting with the coordination of pro bono recruitment programs, including the Summer Associate and Legal Fellows programs;
· Responding to personnel inquiries from funders;
· Coordinating social events in the office; and
· Other relevant duties as assigned.
Overseas Operations
· Managing travel logistics for overseas offices and consultants, including booking flights, requesting travel approval from funder, insurance coverage, and visas;
· Overseeing procedures for overseas office start up and close out, and assisting with implementation of these procedures;
· Point of contact for all documentation necessary for procurement of work permit and office registration;
· Responding to day-to-day issues related to local office operations, including hiring, procurement and questions regarding funder regulations;
· Working with project teams to make sure they are aware of reporting deadlines, branding and marking requirements, and other relevant provisions of the award agreement;
· Ensuring compliance with Federal regulations, generally;
· Collection and submission of biweekly, quarterly, and final reports;
· Supporting contract negotiations for new programs, including serving as point of contact for all corporate documents needed for the proposal and award phase;
· Managing review of field contracts;
· Managing hiring and use of translation companies, where needed;
· Preparing no-cost extension requests and budget modifications in conjunction with the finance and project team;
· Keeping files with the reporting, grant documents, contracts, and other relevant document up-to-date and digital and hard copy;
· Coordinating necessary security documentation and process adherence;
· Assist with security process creation and monitoring of security situations; and
· Other relevant duties, as assigned.
Qualificationsfor PILPG Workforce and Overseas Operations Manager include:
· A Bachelor’s degree required;
· Master’s degree or professional certification preferred;
· At least five years of previous professional experience, preferably with an international organization;
· Experience with workforce management, including recruitment and hiring;
· Experience managing overseas operations at an organization that receives U.S. government funding, and an understanding of the related regulations;
· Previous experience managing interns or other staff members preferred;
· Experience with standard software programs and technological tools, including Excel;
· Experience with Salesforce, a plus;
· Strong organizational skills;
· Strong written, oral, and interpersonal communication skills;
· Attention to detail; and
· Ability to be flexible, multitask, and take ownership of assigned responsibilities.
Salary
