Job Background
Concern Worldwide is a non-governmental international humanitarian organization dedicated to the reduction of suffering and working toward the ultimate elimination of extreme poverty in the world’s poorest countries. Concern’s Innovationsfor Maternal, Newborn & Child Health*** is an initiative that field tests new ways to overcome barriers to and improve access and delivery of health services for women and children in India, Kenya, Malawi, Ghana and Sierra Leone. Concern Worldwide US, which manages this initiative, seeks a Finance & Accounting Manager, to support the Vice President of Finance & Administration (VPF) in the financial and operational management of the Innovations initiative and providing financial and accounting support to the organization. If you are a strong financial or accounting professional who is comfortable supporting multiple field projects and our headquarters office, this position offers a unique opportunity to join a growing organization and work specifically with a dynamic team who are working to test the impact of new ideas in MNCH across several countries. The Finance & Accounting Manager will have the opportunity to work with a broad range of partners on a multi-year high-level grant and across many functions within the organization. S/he will provide financial, operational and contractual support to the Innovations initiative and the organization, and is responsible for the financial monitoring and analysis of the initiatives’ accounting procedures and budget expenditures. S/he will also provide grants management and project workplan support and is responsible for the overall maintenance of the initiative’s contractual procedures.
RESPONSIBILITIES
General:
· Work with the in-country Finance Officers to ensure financial standards, policies and procedures are adhered to by the Innovations team and the Innovations project partners.
· Alerts VPF to any existing or potential financial, contractual, execution, or other risks to the initiative.
· Manages the development of vendor contracts and the on-going maintenance of vendor agreements and relationships.
· Provide accounting, financial and contractual support/advice to the Innovations team as it relates to the financial and operational management of the initiative.
· Monitors expenditure requests to ensure the project’s money is being appropriately spent and correctly accounted.
· Manages the inputs and updates to the initiative’s project management tool, Clarizen.
· Works with Project Managers to track and analyze project activities and progress to ensure milestones are met, risks and issues are identified, and mitigation plans developed.
· Works with the VPF and other Innovations team members to ensure the annual progress report to the donor is complete and accurate.
· Ensures project documents are complete, current, and stored appropriately.
Financial and Accounting Control & Reporting:
· Monitors country office project expenditures vis a vis plans and budgets and assures fiduciary responsibility is upheld in the Innovations’ country offices.
· Ensure there are adequate procedures in place for identifying the financial impact of changes in proposed activities and for revising approved budgets.
· Works with AVF and other Innovations team members to develop financial models and metrics for analyzing impact of pilot projects.
· Work with VPF and in-country Finance Officers to develop and maintain sound budgets at both the headquarters and in-country level.
· Leads in-country Finance Officers to ensure the monthly and annual accounts, and their accompanying financial variance reports, are properly analyzed, submitted and circulated on a timely basis.
· Provides monthly financial and accounting updates and analyses to the AVF and wider Innovations team.
· Ensure project country offices accounting records are up to date and complete: receipts, purchase orders, expense reports, and other financial/expenditure documents.
· Provide on-going support and leadership to in-country Finance Officers for monitoring fund utilization and analyzing spend rates.
· Lead financial analysis and monitoring of in-country partners, and perform spot audits on partner financial/accounting procedures and financial reports.
Contractual Controls & Reporting:
· Manage the development, maintenance and closeout process for all Innovations contractual agreements.
· Accurate and timely maintenance of Innovations Contract tracking system.
· Leads Innovations team during the vetting process of potential partners; primarily with oversight of financial and operational vetting for potential partners.
· Ensure Partners’ have adequate controls and monitoring over cash, allocation procedures, and capital assets.
· Reviews insurance documents, lease agreements, contracts and other legally binding documents with third parties.
· Jointly manages, with Innovations Administrative Assistant, all procurement processes for the initiative; including payments and maintenance of procurement tracking system.
REQUIREMENTS
· Bachelor’s degree in Finance, Accounting, and/or Business Administration. Professional Accountancy Qualification/CPA preferred
· 3-5 years experience working in a financial role of an international organization
· Proficiency in relevant computer applications (Excel, accounting operations software, project management software, presentation software)
· Demonstrated experience with procurement systems and procedures
· Excellent organizational and planning skills, analytical and detail oriented, and ability to prioritize a diverse and heavy workload and meet tight deadlines
· Excellent Excel and financial modelling capabilities
· Strong interpersonal and communications (written and oral English), and excellent analytical skills
· Empathy with Concern’s ethos, values, strategy and longer term objectives
· Willingness to travel, including to challenging locations, sometimes on short notice and for extended periods of time
· Flexible, patient, and possessing a sense of humor
· Culturally sensitive and able to work with people from various backgrounds and with varying skill levels

DESIRABLE ATTRIBUTES
· Knowledge of Microsoft Great Plains and Clarizen
· Experience working with international NGOs in the development sector
