The U.S. Agency for International Development’s Office of Foreign Disaster Assistance (USAID/OFDA) Personal Services Contracts Team (PSC Team) helps OFDA recruit and hire outstanding experts to perform the challenging mission of responding to diverse types of disasters around the world. OFDA’s talent needs constantly change as new disaster situations present themselves. The PSC hiring mechanism allows OFDA to make contracts with individuals who have the expertise it needs in a fast and flexible manner. The PSC Team posts job openings, assists OFDA in making selections, and facilitates the contract between OFDA and the individual being hired. The Contracts Specialists on the PSC Team focus on the contracting part of the workflow. Contracts Specialist will be talking extensively with the government and individual being hired. The Contracts Specialist role also has human resources aspects to it, as the Specialist will be facilitating negotiations of salaries and benefits, start dates, relocation, etc.
Position description

• Based in Washington DC
• Salary range $60,000-$70,000 , and a benefits package.
Job duties
• High-quality drafting. Drafts all contract documents, including budgets and memos necessary to execute contracts and contract modifications for assigned actions. Ensures that all reports are accurate, complete, and timely. Ensures that all documents are error-free and accurate.
• Work flow management. Monitors upcoming PSC actions and deadlines, and ensures all assigned contracts/tasks are completed in a timely manner. Coordinates assigned PSC Contract actions in advance of the start date/anniversary date. Responsible for producing and routing all contract actions through GLAAS to the Contracting Officer. Ensures performance evaluations are completed on time.
• Client communications. Serves as the primary point-of-contact between the hiring staff in OFDA and the individual being hired on all aspects and execution of contract and contract modifications for assigned actions. Liaises with OFDA offices and with the Office of Acquisition and Assistance (OAA) Contracting Officers. Responds to OFDA and OAA inquiries on PSC contract status, progress and issues. Provides ad hoc and regular reports to OAA and/or OFDA. Attends relevant OFDA office meetings and discussions.
• Compliance. Ensures assigned PSC contracts are in compliance with USAID, US Government, and other regulations, laws, standards, procedures. Maintains electronic and hard copy files and systems in compliance with US Government, USAID and OFDA standards.
• Continuous improvement. Proposes ways in which PSC contracts can be improved and/or processes can be streamlined. Participates in trainings and other opportunities as relevant to the position and role.
• Human Resources onboarding,. New hire documents, badging, email creation etc.
• Other. Supports team members. Provides administrative support duties including scanning, copying, filing, and other administrative support as needed. Other duties as assigned.

Basic Requirements:
• Bachelor’s degree (equivalent work experience may be considered)
• US Citizenship
• Ability to obtain an interim and final Secret security clearance
Required Experience:
• Minimum 2 years of relevant experience
• Government contracting experience, including working with the FAR. Demonstrated understanding and of and experience with applicable laws, rules, regulations and procedures governing contracting operations
• Performing and completing miscellaneous administrative tasks
Preferred Experience:
• Human Resources onboarding, e.g. new hire documents, badging, email creation etc.
• Work environments where contracts had to be produced both quickly and accurately
• Environments with highly demanding clients
