Position Title: Consultant, Proposal Writer

Position Purpose:
Reporting to the Business Development Officer the [Consultant, Proposal Writer] will work closely with Pact’s Washington, DC and country team staff to prepare a complete, responsive technical narrative. The proposal writer will be responsible for ensuring the narrative meets donor requirements, makes a compelling case for funding, and effectively communicates Pact’s key approaches to civil society strengthening.
Key Responsibilities:
The proposal writer will:
• Serve as the technical lead writer and coordinate inputs and writing assignments from other team members, including subgrant partners.
• Ensure proposal narrative adheres to donor and Pact internal guidelines and quality standards.
• Participate in the proposal design workshop in Washington, DC. Where appropriate contribute to project design, including project results framework.
• Work closely with the Pact finance team to ensure the proposal budget is coordinated with the technical narrative.
Basic Requirements:
• Bachelor’s Degree and 3 years’ experience in proposal writing and design.
• Experienced in developing winning technical proposals in response to USAID solicitations. Should possess a clear understanding of best practices, evidence-based designs, and innovations in the field of civil society support and/or governance.
• Strong oral and written communication skills.
• Excellent writing, editing and proof-reading skills
• Strong interpersonal skills
• Fluent or native English speaker required
Preferred Qualifications:
• 5-7 years’ experience in proposal writing and design
• Working knowledge of USAID civil society and/or governance programs.
• Proficiency with IT-enabled communications and document exchange platforms
