Oxfam is currently undergoing a significant change process to develop one single structure in Haiti; the job holder would be contracted by Oxfam GB and would therefore be responsible for certain tasks related only to Oxfam GB functioning as well as those related to Oxfam International, particularly in the development of a robust Funding Strategy, communications on Fund Development and the harmonization of Monitoring and Evaluation processes in the country programmes. Responsibilities listed below are not exhaustive and the post holder should be ready to adapt to fast moving changes and support multiple affiliates where necessary.

PROGRAMME QUALITY AND FUND DEVELOPMENT (PQFD) TEAM PURPOSE:

Fund Development: To raise funds for Oxfam Internationals programmes in Haiti, to ensure quality and consistency in relationships with donors and to support country programme teams to manage funds for multi sectoral programmes in Haiti.

Programme Quality: To ensure programme quality is in line with Oxfam International standards, accountable to beneficiaries, donors, partners and the organization.

JOB PURPOSE:Manage resources, programme quality and implement a fund and accountability strategy in a distinct area in order to achieve specific goals as defined by the country and organization.

KEY RESPONSIBILITIES:

Fund Strategy Development

  • Maintain strategic leadership for programme funding in Haiti for all Oxfam affiliates (Spain, Quebec, GB, America and Italy).
  • Focal point for Oxfam International funding communications and negotiations (case by case basis, particularly important for emergency responses)
  • Develop and execute a fund development strategy in line with Oxfam International Haiti Country Strategy for the next 5 years, including management of the country funding grid.
  • Contribute and participate in programme strategy processes.
  • Support proposal development processes with programme teams using established protocols.
  • Ensure country funding strategy is in line with Oxfam regional priorities and strategies.
  • Ensure that in-country funding related activities, emphasizing donor approaches, are coordinated with the regional and/or headquarters programme funding teams.
  • Ensure strong integration with LAC Regional Centres, Headquarters and Dominican Republic Funding Adviser of Oxfam for donor mapping, strategy development, opportunity analyses and contract management (where necessary and applicable).
  • Understand the needs, approaches and strategy of the multi sectoral programmes across the country to identify donor possibilities and synergies with other programmes for further development.
  • Develop relationships and funding possibilities with donors and partners (private, non traditional, multi lateral, Banks etc)

Fund Development

Contract/Grant Management

  • Support the Funding Adviser (OGB) and programme teams to ensure contract management of donor funds by providing strategic managerial advice on issues where necessary and to varying degrees amongst affiliates.
  • Support team in negotiations with donors on contract management, where necessary.

Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Manage MEAL staff who provide technical support to Oxfam International programme teams on implementing MEAL in all programmes, within the established Oxfam standards, with the following tasks that are assigned to each team member:
  • Ensure each project of Oxfam GB is regularly reviewing frameworks and monitoring results against set indicators and eventually rolling out process in other affiliates.
  • Supporting teams in capacity building of MEAL skills.
  • Ensure external evaluations which are programmed and budgeted are executed, and information found is used for internal lessons learnt, donor reporting and proposals.
  • Ensure proper follow up of monitoring results, sharing relevant results to senior management and having overall strategic awareness of programme impacts.
  • Monitoring the implementation and rollout of Common MEAL Approaches across all Oxfam International programmes.
  • Work with team to develop innovative ways to increase programme quality including technology based tools, developing effective communication strategies and accountability mechanisms for community feedback.

People Management/Planning

  • Leading the PQFD team and individuals in reflection on collaborative ways of working within the team and with other teams, and role modelling these behaviours.
  • Helping individuals and the team to achieve objectives through day-to-day support, monthly face to face meetings, regular team meetings, which include discussions of progress against objectives, giving feedback, challenges and encouragement.
  • Supporting personal and career development of direct reports (and the team as a whole).
  • Ensuring a secure, safe and healthy working environment.
  • Develop and ensure capacity building for an effective transition of that role to a national candidate.

SKILLS AND COMPETENCE:

  • Relevant experience in fundraising from institutional and multilateral donors in particular from DFID, European Commission and others in USA and Canada (E)
  • Experience in raising funds from Corporations and non traditional donors (D)
  • Experience with running Monitoring and Evaluation activities, knowledge of some technology based tools and accountability mechanisms (E)
  • Experience in complex programmatic approaches, ability to absorb approaches quickly and deliver in accordance to strategic focus (E)
  • In depth understanding of the political context of major donors and their policies (E)
  • Proven analytical skills and the ability to think strategically in relation to fundraising (E)
  • Ability to represent Oxfam to donors and external institutions (E)
  • Good numeracy and financial skills (E)
  • Gender knowledge and cultural sensitivity with a strong commitment and understanding of the values and principles of Oxfam (E)
  • Successful management of projects and contribute to unit and cross unit departmental projects (E)
  • Project management of specific activities to achieve results to timescale (E).
  • Problem-solving skills on diverse, non-routine problems (E).
