Responsibilities
Reporting to the Director, Emergency and Humanitarian Assistance, the Senior Program Manager, Humanitarian Assistance oversees a portfolio of grant funded projects and contributes to ongoing strengthening of internal systems to ensure effective implementation of quality programming and donor compliance.

The position is based in Toronto, Ontario, Canada with travel to Plan field offices.

Main Responsibilities:

  • Leading a small team of program professionals, ensures workloads are well balanced, roles and responsibilities are clear and a positive team environment is fostered.
  • Supporting Plan Canada’s humanitarian assistance unit by suggesting new strategic directions, maintaining oversight of all grants in the portfolio, leading development of new grants and other portfolio support and management as requested by the Director of Emergencies.
  • Developing and finalizing new grants (identifying new business opportunities, developing proposals and budgets together with Plan field staff and Plan Canada staff, reviewing contracts and ensuring that all administrative and entitlement criteria are met).
  • Managing grants, and overseeing the management of grants by others on the team. Ensuring regular monitoring against work plans and budgets and ensuring that the team is following process for timely identification and mitigation of potential risks to quality implementation.
  • Ensuring all grants in portfolio have the relevant project documents in place, including narrative and financial reports, updates, work plan reviews etc, and that these are developed in a participatory manner with field colleagues as well as subject matter technical experts and Grants Compliance staff within the Plan Canada Program team.
  • Ensuring positive relationships are maintained with Plan field offices and other partners.
  • Maintaining standard of excellence in all donor reporting and donor relationships.
  • Working with others in the department to contribute to standardized quality and risk indicators for all grants.
  • Providing financial oversight to assigned grants portfolio including analysis, review and oversight of relevant budgets.
  • Organizing forums to share successes and program learnings with donors, partners and peers.

People Leadership/Managerial Responsibilities

The Senior Manager position has people leadership as a core competency with at least 15% of time dedicated to this effort and noted on his/her respective performance framework. This person is directly responsible for the management of that team. Budget and number of staff can be directly correlated to scope of portfolio. Role includes full accountability for recruitment, hiring, setting performance expectations, and managing performance, promotion, demotion and discipline up to and including termination in line with organizational policy and adherence to minimum legislative requirements including ESA and Human Rights Code. Leadership includes: temporary, contract, intern, volunteer or permanent staff.

Skills/ Experience/ Qualifications

  • Proven success as a People Leader – teambuilding, mentoring, etc.
  • Demonstrated experience in strategic oversight role of a grants portfolio
  • Proven track record in international development project management including participatory planning, report writing and financial management
  • Experience in developing and managing emergency programming, funded by UN and other donors
  • Exceptional communications skills both oral and written
  • Solid understanding of compliance requirements of donor agencies such as WFP and FAO
  • Solid understanding of monitoring and evaluation systems within a results based management context (RBM preferred)
  • Ability to build and maintain positive relationships with key stakeholders including Plan field offices, donors, consultants and other partners
  • Excellent information gathering, assessment and presentation skills

Requirements

  • Post graduate degree in development or other relevant discipline
  • Minimum 10 years’ experience managing international development programs or emergency programs in Africa, Latin America or Asia; some of which should have been gained overseas
  • Previous experience managing emergency response programs and UN-funded projects
  • Previous experience managing a team/staff
  • Solid understanding of monitoring and evaluation systems
  • Strong financial management skills
  • Fluent in oral and written English (French and/or Spanish an asset)
  • Ability to build/maintain networks and working relationships with donors and partner organizations
  • Solid understanding of development issues in Africa, Latin America and/or Asia
  • Excellent computer skills using Microsoft Office and internet
  • Ability to travel internationally frequently
  • Must be eligible to work in Canada
