SUMMARY:
The Monitoring, Evaluation & Learning team seeks a Senior M&E Officer to work as part of this small program support unit for NDI worldwide. The Senior M&E Officer will ensure a) the effective coordination of NDI’s M&E Officer Community of Practice (CoP); and b) the thoughtful development of gender sensitive M&E tools and processes. This is a two-year position, funded by the National Endowment for Democracy (NED) with the objectives of promoting standard and promising practice in monitoring and evaluation in the democracy assistance sector.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
With support from a Sr. Program Assistant (SPA), the Sr. M&E Officer will assume five key areas of responsibility:

1. Collaborative Learning Initiative

  • Support the development and delivery of two curricula: (i) Participatory Monitoring & Evaluation (PM&E)*and (ii)*M&E for Gender Mainstreaming. This would include working with the MEL team to create e-learning lesson plans, interactive modules and online quizzes, as well as tracking participant progress through a Learning Management System (LMS).
  • Coordinate member participation in and enthusiasm for CoP events, both online and face-to-face, including: scheduling meetings across multiple time zones; setting agenda; and following up with members.
  • Facilitate communication and coordination between MEL, the CoP and other teams within the Institute, as well as with guest presenters from outside the Institute.
    2. M&E Community of Practice
  • Ensure the maintenance of an online portal page for the Community of Practice and/or exploration of other social media alternatives such as Facebook, Google Sites, etc.
  • Ensure effective communication of upcoming meetings and agendas; documentation of meetings and discussions with members; and sharing of relevant resources with the CoP
  • Ensure the effective facilitation of online meetings and the timely dissemination of information to COP members and to other interested stakeholders within and outside the Institute
  • Ensure the promotion of learning-oriented discussions on M&E practice
  • Ensure the documentation and dissemination of promising practice and lessons learned in M&E within and outside the COP
    3. Standard and promising practice in M&E
  • Pilot and/or document gender-sensitive M&E tools and frameworks
  • Provide technical assistance to regional teams in DC and in the field on an as-needed basis
  • Support the capacity of NDI staff to use gender-sensitive M&E tools and processes
  • Support internal evaluations on an as-needed basis
    4. M&E Tools and Guidelines for the democracy sector
  • Amend NDI’s existing M&E tools to be gender-sensitive
  • Ensure the development of additional tools and guidelines for NDI’s online M&E Toolbox
  • Ensure the development and finalization of two M&E manuals and CDs
    5. Project Coordination and Support
  • Facilitate communication and coordination with other functional teams
  • Coordinate or administer contracts with consultants as needed
  • Track the project’s budget expenditures
  • Monitor the projects process and outcome indicators

EDUCATION AND/OR EXPERIENCE:

  • Undergraduate degree required; graduate degree preferred in social science research, international education or related subject
  • A minimum of six (6) years experience required; eight (8) years relevant work experience in monitoring and/or evaluating international development and/or democracy assistance programs preferred
  • Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
  • Living or working experience outside the U.S. preferred
  • Experience in program design, performance monitoring and reporting, and evaluation methods
  • Experience setting-up and/or coordinating M&E systems
  • Experience in training and/or teaching; understanding of adult learning
  • Experience coordinating Communities of Practice, Communities of Learning or other collaborative learning initiatives

REQUIRED SKILLS AND ABILITIES:

  • Understanding of project design, monitoring, reporting and evaluation.
  • Strong interest and experience in gender-sensitive M&E and/or participatory M&E
  • Ability to use E-luminate, Articulate and Engage learning software programs or other relevant distance learning software programs.
  • Demonstrated knowledge and/or competency in one or more areas of NDI's functional programs and understanding of the political environment in at least one of NDI’s regional areas preferred.
  • High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders and policy makers
  • Excellent oral communications skills to effectively present information, respond to questions
  • Exceptional writing skills to effectively create clear and concise reports, strategies and/or guidelines
  • Foreign language ability applicable to one of the regions where NDI works, French, Arabic and/or Spanish preferred
  • Basic managerial skills; good negotiating skills; able to introduce new concepts
  • Capacity to work both independently and as a member of a team
  • Ability to take initiative, inspire and motivate staff
  • Ability to analyze political work, define problems, collect data, establish facts and draw valid conclusions, and the ability to identify innovative solutions.
  • Working knowledge of PC-based word processing and spreadsheet applications
  • Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired.
  • Working knowledge of basic budget and accounting procedures
  • Ability and willingness to travel to regional locations, which are often remote and difficult to reach

Candidates must have prior authorization to work in the United States without requiring employer sponsorship in order to be eligible for this position.
