Project Summary:
The USAID-Tarabot project works to improve the functions of the GOI’s public institutions in order to improve public service generation and delivery through better governance and resource management approaches. For more information on Tarabot, please visit http://tarabot-iraq.org/.

Position Summary:
The Ministry of Oil Senior Advisor is a member of the professional staff of Tarabot and is expected to provide expert advice to representatives from the Government of Iraq (GOI), particularly those in the Ministry of Oil (MoO). This position will require original ideas and creative solutions to deal with complex, sensitive problems within Iraq’s oil and gas sector for which there is little precedent. This is a full-time position based in Baghdad, Iraq.
Responsibilities:
- In close coordination with the Tarabot Chief of Party (COP), establish and nurture effective professional relationships with MoO leadership.
- Secure MoO agreement for advisory and consultant services to be provided by Tarabot.
- Prepare a quarterly work plan for AD activities to take place within the MoO.
- Assist Tarabot to carry out needs assessments of MoO critical administrative functions and/or specific capital investment projects in order to identify obstacles and to recommend solutions based on the services offered by USAID/Tarabot.
- Provide advisory and consultative services to the MoO in fields including but not limited to: project management, procurement, service delivery improvement, and fiscal management.
- Steer the MoO to better design, implement, and manage projects, with an emphasis on budget planning, procurement planning, project monitoring, quality control, and operations & maintenance.
- Monitor progress within the MoO to ensure that all milestones set in the work plan are met, and develop mitigation plans to reduce setbacks plus take corrective actions to fix any deviation from work plans.
- Meet all standard reporting requirements as stipulated by the COP and assist to address ad hoc, information and briefing requests from USAID.
- Prepare summary analytical and research reports for presentation to GoI decision-makers on ways and methods to improve the success of the MoO’s capital investment projects.
- Coordinate and assist, when applicable, to the various other cross-cutting goals and activities of the Tarabot project.
- Carry out all other duties as requested by the COP as requested.
Qualifications:
- MA/MS degree in a sector-related field, such as petroleum engineering, geophysics, or economics.
- Additional relevant professional certifications such as PMP or MCIPS are preferred.
- Minimum of eight to ten years of progressively responsible experience in a professional, technical, or administrative management in the oil and gas field.
- Detailed knowledge of the structure, bureaucracy, and day-to-day operations of the MoO, as well as excellent understanding of GoI culture and ministerial protocol.
- Full fluency in both Arabic and English in speaking, reading, and writing (Level IV).
- Professional knowledge of USAID compliance requirements is also desirable.
- Strong computer skills (e.g. Microsoft Word, Excel, PowerPoint and MS Project) are required.
