Background:Gender equality and women’s and girls’ rights are at the centre of UNICEF’s mission and mandate. In support of this mandate, UNICEF recently approved a new Gender Action Plan (GAP) for the period 2014-2017. It guides how UNICEF will promote gender equality across all of the organization’s work at the global, regional and country levels, in alignment with the Strategic Plan 2014-2017. The GAP elaborates the gender dimensions of programmatic results across the seven outcome areas of the Strategic Plan, in addition to four targeted priorities—ending child marriage, promoting gender-responsive adolescent health, advancing girl’s secondary education, and addressing gender-based violence in emergencies. It also specifies the steps UNICEF is undertaking with regard to institutional effectiveness in implementing the programmatic work on gender, through commitment of resources and strengthening of staffing, capacity and systems.

Purpose: Promoting menstrual hygiene management (MHM) and puberty education are critical elements of the targeted gender priority on promoting gender-responsive adolescent health in the GAP. The Gender and Rights Section is collaborating with the WASH Section in the organization’s work in these areas, and will also be looking at how to ensure that work in the WASH sector overall is more gendered. In relation to this, the Gender and Rights Section is seeking a consultant to provide technical support towards 1) a WASH in Schools for Girls project, as part of the Gender and Rights Section’s engagement in a Headquarters Core Group that has been formed in relation to the project, and 2) ensuring the implementation of the WASH-related elements of the GAP.

Expected results and deliverables:

1) Technical support in the development of the e-learning course and to country teams as they conduct formative research on MHM provided in relation to the WASH in Schools for Girls project

2) Proposals outlining recommendations on opportunities to collaborate with the WASH Section to 1) further the organization’s work on MHM and puberty education, as part of the targeted gender priority on adolescent health, including scaling up ongoing initiatives and raising additional resources 2) strengthen the integration of gender in other critical areas of the WASH sector’s programming, including the specification of the key parameters that would define WASH programming as being gendered.

Duration:Total of 70 days between the period of 3 November 2014 to 30 June 2015.

Qualifications:

· Advanced university degree in social sciences, civil engineering or other related field

· At least 10 years overall relevant experience and expertise in the areas of gender and water, sanitation and hygiene

· Strong research and analytical skills, including in qualitative research

· Strong writing and interpersonal skills

Duty Station: Candidates should preferably be based in New York and be able to participate in face-to-face meetings with GRS and WASH colleagues on an as-required basis.
