TITLE:Principal Technical Advisor / HIV

****OVERALL RESPONSIBILITIES:****

The Principal Technical Advisor (PTA) will contribute technical expertise primarily on HIV & AIDS, with the goal of improving health outcomes of those infected and affected by HIV in developing countries. S/he will provide leadership in the development, formalization, and documentation of MSH’s HIV/AIDS strategic and technical approaches; provide direct technical assistance to centrally-funded and bilateral country-focused projects; and contribute to ongoing knowledge exchange within and outside the organization. S/he plays a critical role in supporting the HIV portfolio with strong technical inputs with participation in program management, strategy, business development and other roles, helping to ensure that the projects are applying state-of-the-art science and to advertise these successes both within MSH and to the global community.

The Principal Technical Advisor will be responsible for contributing to new business development through intelligence gathering, prepositioning and the design and development of new proposals. In this function, the PTA will work closely with and report to the Global Technical Lead for HIV, and work with senior management throughout the organization. As technical strategy leader for proposals s/he will lead the development and articulation of the technical strategy in response to requests for proposals (RFPs) or requests for applications (RFAs) from a variety of governmental and non-governmental donors. S/he will work with appropriate technical content experts as well as country experts; make decisions on team structure, staffing, budget, and partnering.

****SPECIFIC RESPONSIBILITIES:****

*A. General Responsibilities:*

  1. Provides technical inputs and direction to projects and programs articulating MSH strategic priority areas of HIV/AIDS.
  2. Contributes to HIV/AIDS strategy and development of new areas for diversification;
  3. Provides technical assistance in planning and implementation of the MSH HIV/AIDS portfolio, including the establishment of new programs, resource allocation, and expansion of existing programs.
  4. Provides strategic inputs to the HIV/AIDS Unit (and other Units as applicable) on emerging and strategic issues to scale up pertinent evidence-based interventions.
  5. Facilitates the development and revision of relevant HIV/AIDS programming strategies to be incorporated into the broader MSH plan.
  6. Monitors implementation of the country projects with interventions in relevant content area
  7. Proposes and manages the development of innovative models and tools and documents technical achievements through articles in peer-reviewed journals, presentations at international conferences, and representation of MSH on key panels and technical advisory groups.
  8. Build and maintain strong relationships with key players among USG and non-USG donors and partners.
  9. Works with the HIV GTL and Business Development team in the development and identification of new project opportunities. When in the field or in donor or partner meetings remains alert to potential intelligence about new business opportunities and advises the home office about pre-positioning.
  10. Contributes to the development and/or technical review of targeted educational materials and technical proposals as required, ensuring that project designs and technical strategies are sound and that project implementation experiences are appropriately reflected.

*B. Technical Strategy Leader:*

S/he will serve as a CHS Technical Strategy Leader, leading the development and articulation of the technical strategy in response to Requests for Proposals and Request for Applications from a variety of donors. Working with technical contributors, country experts, and other internal and external experts, harnesses MSH’s technical, country, project management and business development expertise to conceptualize the overall strategic framework encompassing all MSH experience and expertise on proposals.

  1. Strategizing – Identifying (a) the critical elements – staff, partners, and project structure - that have to be brought together over the life of a project in order for the results to be real and sustainable and (b) the dynamics that have to be created or harnessed for success.
  2. Conceptualizing – Able to present both graphically and in narrative form appropriate models and approaches to depict the preferred strategy.
  3. Building the Technical Approach (reflecting the literature, best practices, MSH’s field experiences and innovations).
  4. Articulating the technical approach to form a coherent, actionable program with an emphasis on demonstrating long-term impact.
  5. Engaging with the proposal team and broader working group during the positioning phase to identify initial evidence-based strategy, and cost effective partner and staffing strategy for client responsiveness.

****QUALIFICATIONS:****

  • MD/PhD or Master’s degree in health-related field with equivalent experience; strong analytic skills.
  • Minimum of 8 years of experience working in international development and/or public health programs, specifically in the area of HIV/AIDS.
  • Significant successful experience in new business development.
  • Experience providing direct technical assistance in developing countries.
  • Proven programmatic, technical, and managerial ability and interpersonal skills to collaborate effectively with professional colleagues in a broad range of indigenous, nongovernmental, governmental, and international organizations within multiple socio-cultural contexts.
  • Demonstrated organizational, managerial, consulting, and supervisory skills and abilities.
  • Experience with USAID and CDC; knowledge of USG procurement regulations highly desirable.
  • Experience working with other multilateral and bilateral agencies, such as WHO, UNICEF, and European and US Foundations and other private donors preferred.
  • Demonstrated ability to communicate clearly and concisely in written and spoken English.
  • Demonstrated ability to write journal articles, research studies, and technical reports and to present same in appropriate technical settings.
  • Analytic skills and experience in data manipulation using commonly available statistical packages highly desirable.
  • Experience designing and implementing research (with an emphasis on operations or implementation research) highly desirable
  • Excellent interpersonal skills evidenced by effective collaboration with professional colleagues in a broad range of nongovernmental, governmental, and international organizations, in varied socio-cultural contexts. Excellent networking skills with a strong professional network of colleagues working in global health.
  • Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
  • Fluency in a second major language preferred, including the ability to conduct training and business in that language.
  • Willingness and availability to travel internationally for up to 40% of the time.
