Counterpart international is seeking a consultant to assist in the development of a proposal for an anticipated three-year Coastal Risk Assessment and Management Program in Barbados. The anticipated project is financed through Inter-American Development Bank via the Barbados Government’s Coastal Zone Management Unit. Principle duties will include the conducting of an in-depth assessment of specific areas or issues of special interest to the project, the identification of local partners, the identification of key local experts, the representation of Counterpart International to local stakeholders, the provision of technical support to proposal writers, and the collection and submission of all required documents, data and information. The proposal development consultant should have knowledge of coastal ecosystems, integrated coastal zone management (ICZM), climate change and conservation, as well as the Government of Barbados and the Coastal Zone Management Unit (CZMU).
Duties and Responsibilities:
· Complete the initial needs assessment to identify and assess the needs of local stakeholders and the CZMU
· Identify the key challenges and opportunities faced by present efforts to protect coastal zones
· Review, analyze and summarize relevant documents and reports
· Provide logistical support to Counterpart employees who may be traveling to Barbados
· Conduct meetings with key stakeholders; assist with securing letters of support
· Provide meeting minutes and other summary reports in a timely manner
· Support local recruitment efforts and provide pricing information
· Advise project and headquarters staff
· Other duties as needs and qualifications permit
QUALIFICATIONS:
· Minimum 5 years working in biology, conservation, ecology, biodiversity, and/or natural resource management
· Bachelor’s degree in natural science, ecology, management, or international development; advanced degree preferred
· Demonstrated experience performing community needs assessment
· Technical experience in community resource management, management of protected natural resources, community engagement, and/or organizational development
· Knowledge of the CZMU’s work to advance ICZM in Barbados, including coastal erosion control, resource conservation, and institutional strengthening
· Demonstrated ability to engage women and marginalized groups
· Strong written and oral communications skills
· Extensive familiarity with the characteristics of coastal issues in Barbados
· Familiarity with the operational norms and processes of the Inter-American Development Bank
