****OVERALL RESPONSIBILITIES****

The Talent Acquisition Manager is a senior member of the talent acquisition team, providing leadership and guidance as well as hands-on recruiting for funded positions and new business in MSH’s core technical areas in public health. The Talent Acquisition Manager will design and implement networking and sourcing strategies to create a pipeline of talent and will provide full life-cycle recruiting for MSH proposals and positions. S/he will supervise, mentor, and train talent acquisition specialists as well as develop policies and procedures to improve the overall function of talent acquisition.

****SPECIFIC RESPONSIBILITIES****

****Management and Leadership****

  • Provide leadership, support, advocacy and vision to a high performing team of experienced talent acquisition specialists in the United States and MSH’s global offices.
  • Oversee and manage training and development initiatives for recruiting in order to improve the skills and acumen of staffing specialists at MSH head offices and global field offices.
  • Develop, cultivate, and manage relationships with hiring managers, VPs, and Directors of Centers and Offices to provide service excellence.
  • Ensure appropriate recruitment workload balance for direct reports.
  • Build and oversee relationships with professional organizations and universities to ensure strategic pipelines for diverse candidates.
  • Supervise and mentor a team of 2-3 staffing specialists.

****New Business****

  • Throughout the proposal process, develop thorough understanding of program structure, staffing needs, and budget for proposed project by reading background and bidding documents, attending briefing meetings etc.
  • Design staffing strategies for proposals to include appropriate networks, advertising and use of social media
  • Manage local recruiting efforts to identify talent in-country
  • Source high-quality candidates for long-term positions on proposals
  • Manage all proposal staffing inputs to include candidate matrices, cvs, biodatas, etc.
  • Conduct interviews, negotiate salary offers, conduct reference checks and other required certifications
  • Evaluate proposal recruiting related processes; implement and manage process improvements.

****Funded Positions****

  • Provide hands-on recruiting for senior level positions and field positions in overseas locations according to talent acquisition best practice workflows.
  • Develop strategies tied to recruiting initiatives and communicates these, as appropriate, to meet staffing goals for positions based in the United States and MSH’s global offices.
  • Work directly with managers, the recruiting team and compensation to assist in developing position descriptions and recommending appropriate compensation targets.

****Qualifications:****

  1. Minimum of 7 years of experience working in international development environment including 5 years of experience leading proposal recruitment activities for international development programs, preferably in public health.
  2. Demonstrated understanding of contractual regulations in recruitment for major donor (USAID, CDC, DfID, World Bank).
  3. Bachelor’s degree in Business, International Relations, Human Resources Management or related field.
  4. Minimum of 2 years of supervisory experience.
  5. Experience in developing, aligning and executing recruiting strategy to meet recruiting initiatives and organizational needs.
  6. Demonstrated ability to meet tight deadlines and work in a fast-paced, rapidly-changing environment.
  7. Strong skills in organizing resources and information and building relationships for results.
  8. Strong influencing skills to ensure recruitment training is rolled out and delivered across the organization in the United States and in MSH global offices.
  9. Demonstrated coaching and career counseling skills.
  10. Excellent communication and leadership skills that foster a strong team environment and create a high-trust culture.
  11. Ability to travel up to 20% to developing countries.
  12. Must be authorized to work in the U.S.

Preferred Qualifications

  • Fluency in French or Spanish.
  • Previous recruitment experience in the public health sector.
  • Experience working with an online applicant tracking system.
