The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).

GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual working planning assistance, and ensures that professional development opportunities are available.

Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.

BACKGROUND:

USAID has been at the forefront of the US Government response in the fight against the HIV/AIDS pandemic. The Agency has programmed over $7 billion since inception of its international HIV/AIDS program in 1986. USAID is a key partner in the US President’s Emergency Plan for AIDS Relief (PEPFAR), the largest and most comprehensive HIV/AIDS prevention, care and treatment program in the world.

INTRODUCTION:

The HIV Prevention Commodity Advisor (Technical Advisor) will serve as a member of the Cross-Sector Team within the Implementation Support (IS) Division of the Office of HIV/AIDS (OHA) in the Bureau for Global Health, and work as an integral part of OHA’s Prevention Team. The Technical Advisor will work collaboratively to address product availability issues within and between technical teams and interest groups within OHA and in the Bureau for Global Health (GH). Key counterparts include OHA’s Prevention, Care and Support teams, the Commodities Security and Logistics (CSL) Division of the Office of Population and Reproductive Health (PRH), and OHA’s Supply Chain Management Team. S/he will also liaise with the Office of The Global AIDS Coordinator (OGAC) of the US Department of State and the relevant PEPFAR interagency Technical Working Groups. The Technical Advisor will receive day to day guidance from the Senior Social Marketing Advisor.

ROLES AND RESPONSIBILITIES:

The Technical Advisor serves as a technical focal point for programming, financing and availability issues for male and female condoms and condom-compatible lubricants. The primary responsibilities of the Technical Advisor include:

Global Leadership, Research, and Innovation:**

  • Assessing male and female condom supply, availability and accessibility for HIV prevention at the country-level by working closely with information and data from USAID field offices and USAID/Washington programs.
  • Resolving supply chain issues in close collaboration with PRH/CSL, OHA Divisions, Global Fund and other counterparts.
  • Collaborating with staff at other international donors and coalitions such as the Global Fund, UNFPA, and the Reproductive Health Supplies Coalition to ensure coordination of global efforts that increase the availability and use of male and female condoms and lubricants.
  • Serving as a technical focal point within USAID and PEPFAR for female condom and lubricant programming.
  • Serving as an advocate for OHA, GH, OGAC, PEPFAR field programs, national governments and other donors for increased resource allocation for female condom and lubricant procurement and programming.
  • Collaborating with inter-agency partners to contribute to the development of technical guidance for the design, implementation and evaluation of interventions to increase male and female condom and lubricant use.
  • Contributing to the development of a research agenda that addresses key questions related to the availability, accessibility, and acceptability issues of prevention-related products and devices (particularly female condoms and lubricants), and sharing new research findings in these areas with OHA field staff and relevant partners.
  • Serving as a technical reference point on condom and lubricant development and production including product innovations and features.
  • Analyzing data on condom procurement and programming and, where relevant, developing policy statements, presentations, and/or journal articles based upon this data.

Support to the Field:

  • Serving as a liaison and technical resource for field missions, regional bureaus and USAID/Washington cooperating agencies in condom and lubricant programming.
  • Building in-country capacity to address constraints to condom availability and use, including support to governments and NGOs working collaboratively with USAID country teams, OHA, PRH/CSL and other donors and partners.
  • Reviewing, refining and contributing to the design of new approaches to male and female condom and lubricant programming to achieve HIV/AIDS and broader health goals, including participation in program assessments, new project designs and developing new program descriptions.
  • Providing technical assistance to field programs and facilitating the sharing of approaches and best practices in female condom and lubricant promotion across USG programs.

International travel approximately 25%

Training and professional development

· Keeping informed of developments in HIV prevention commodities including male and female condoms and condom-compatible lubricants.

· Deepening knowledge of HIV prevention commodities including male and female condoms and condom-compatible lubricants.

· Participating in professional meetings and preparing presentations and reports related to condom and lubricant programming as appropriate to SOW.

· Participating in professional continuing education and USAID-specific skills training within the purview of GHFP-II.

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:

· Masters’ degree in public health, business/marketing, supply chain management or other relevant field of study.

· Minimum five (5) years’ experience working on global health programs with at least two years’ experience in an international or resource challenged setting.

· Experience in design, implementation and evaluation of product distribution programs.

· Hands-on experience designing, planning, implementing, and evaluating condom social marketing or other condom distribution programs preferred.

· Experience with female condom programming and/or lubricant programming desirable.

· Knowledge of or experience with global health partners who work on supply issues.

· Ability to work independently with minimal supervision.

· Demonstrated flexibility and openness to respond to changing work priorities and environment.

· Demonstrated strategic planning, collaboration, and appreciative listening skills with a focus on achieving results.

· Excellent oral communication and writing skills.

· Ability to travel internationally.

· US citizenship or US permanent residency required.
