The Center for Victims of Torture is hiring a Director of Research to design and implement a coordinated and comprehensive strategy for measuring the effectiveness and impact of CVT programs and advancing human rights. In collaboration with program leaders, the director will identify key areas for evaluation, build capacity for ongoing assessment, and lead efforts to conceptualize and implement a longitudinal strategic evaluation plan designed to strengthen programs and inform external stakeholders about our work. The Director of Research reports to the Deputy Director and oversees a team of research and program evaluation professionals. The position is based in St. Paul, MN.

The Center for Victims of Torture works toward a future in which torture ceases to exist and its victims have hope for a new life. We are an international nonprofit dedicated to healing survivors of torture. We provide direct care for those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture. We are headquartered in Minnesota with offices in Africa and the Middle East.
Responsibilities:
- Strategic Leadership: Develop and implement a strategic and comprehensive vision for research and program evaluation within CVT. Advise leadership on the implications of evaluation and research for the work of CVT. Participate with Executive Team members in the implementation of the strategic plan. Manage department budget.
- Team Management: Develop a high-performing team of globally-dispersed research and monitoring & evaluation professionals. Develop annual team and individual work plans that are aligned with the strategic plan. Hire, supervise, train and develop department staff members.
- Knowledge Dissemination: Develop reports and publish and present on research and program evaluation to advance knowledge in the field of torture treatment and trauma. Advise program leaders on the implications of evaluation and research findings.
- Research Design and Implementation: Oversee, collaborate on and implement research and program evaluation initiatives to evaluate the effectiveness and impact of CVT’s programs and interventions. Ensure integrity and effectiveness of measures and data collection systems.
- Program Development: Partner with program leaders in the development of existing and new programs to ensure evaluation is an essential component of each program. Support program design, assessments, fundraising proposals
Qualifications:
- Ph.D. in psychology, research, public health or related field and at least 6 years of progressively responsible experience in research and program evaluation.
- Substantial experience as a senior manager, advising leadership on the implications of research and program evaluation.
- Excellent strategic thinking skills, with the ability to operationalize concepts and transform ideas into action.
- Extensive experience conducting complex research and program evaluation. Depth and breadth of knowledge of research design and qualitative and quantitative methodologies.
- Knowledge of psychological constructs, including mental health-related constructs.
- Experience managing and developing a team of professionals. Experience working with geographically dispersed teams, desirable.
- Excellent written, verbal and interpersonal communications skills.
- Outstanding organizational, planning and follow-through skills, resulting in high-quality deliverables.
- Experience working in an NGO or in an international context, desirable.
- Ability to travel nationally or internationally up to 15% time. International travel will involve some remote locations in low-resourced areas.
- Experience applying research and evaluation to inform human rights and torture treament, highly desirable. Commitment to international human rights.
