Post title: Communication for Development Specialist (Ebola Response)

Purpose of the Position and Objectives: The C4D Section must provide support to the Ebola Response, ensuring efficient coordination mechanisms with the Health and Emergency Sections at NYHQ, while liaising with the following: UNICEF West and Central Africa Regional Office, affected and at-risk UNICEF Country Offices, UNICEF Geneva, and a global coalition of partners (including WHO, CDC, USAID, IFRC, etc.).
Under the supervision of the C4D Section Chief, the incumbent will support the C4D component of UNICEF’s Ebola response plans, C4D/Ebola Response Monitoring and Evaluation systems, and coordination of C4D activities in the Ebola Response at global level with relevant partners by:
· Providing technical support on implementation of the IHR Emergency Committee Recommendations to strengthen and scale up global C4D/community sensitization/mobilization efforts.
· Liaising with global partners (such as WHO, CDC, IFRC, Etc.) to integrate social mobilization and community engagement components in technical guidance, and provide technical inputs on relevant messaging and guidance.
· Liaising with relevant sections at UNICEF HQ, including Health and Emergency Sections at global and regional office level, to ensure on-the-ground social mobilization /C4D efforts are coordinated with and supported by other agencies and partners at country and global level.
· Liaising with UNICEF’s Global Ebola Coordination Team, UNMEER, WHO and other key partners/stakeholders in the area of C4D/social mobilization across global, regional and country levels.
· Engaging with global teams of key INGO partners to strengthen the C4D/social mobilization component of the Ebola response, particularly through the social mobilization pillars at country level.
· Providing technical support, virtually and in-situ as needed, to ensure development, implementation and monitoring of high quality, evidence based and inclusive C4D/social mobilization strategic plans for the Ebola response.
· Making recommendations for sustainability of coordination mechanism and outbreak communication and social mobilization as an integral component of the Ebola response.
· Identifying key directions and next steps for the implementation of the IHR Emergency Committee Recommendations to strengthen and scale up global C4D/community sensitization/mobilization efforts.
· Facilitating synergies between global, regional and country team responses, and partner coordination and technical leadership in the development, implementation and monitoring of evidence based and inclusive C4D/social mobilization strategic plans.
Key Expected Results:
- Technical advocacy, standards and support (25%)
a. Advocates at global/HQs level for stronger integration of and allocation of resources to C4D strategies, methods and tools to address the social and behavioural issues of humanitarian actions, DRR strategies and emergency preparedness, response and recovery w.r.t. children, women, households and communities with special emphasis on marginalized groups.
b. Regularly reviews existing organizational tools, policies and standards in the area of emergencies to strengthen their C4D dimension, ensures linkages between emergency, in-transition and development strategies; as well as C4D tools and resources used for emergencies with special emphasis on innovations and monitoring and evaluation.
c. In consultation and coordination with the C4D Team, updates existing or develops new guidelines, standards, tools and resources for stronger planning, research, implementation, monitoring and evaluation of C4D dimensions of UNICEF’s humanitarian actions across sectors ensuring that these are human rights based, inclusive, age and culturally appropriate, innovative and responsive to local contexts.
d. Provides technical guidance and support to UNICEF headquarters, regional and country offices in ensuring appropriate C4D response within L3 emergency situations and on-going efforts to harmonize response to emergencies using C4D strategies, methods and tools.
Deliverable(s):
Updated/strengthened C4D components within organisational emergency plans, protocols and documents; new/updated C4D guidelines, standards, tools, and resources for emergency actions; strengthened coordination of RO and CO efforts in this area.
- Research, analysis and evidence generation (25%)
- Participates in institutional assessments that help to identify opportunities and gaps in crises preparedness, response and recovery efforts that have implications for C4D including in the area of community-based response mechanisms.
- In coordination with the C4D Team, initiates, guides and coordinates global research studies and reviews in the area of C4D in emergency and transition contexts, ensuring linkages with development programmes.
- Analyses country-level C4D dimensions of humanitarian actions of UNICEF and partners as required, to identify, assess, and report on outcomes, innovations, lessons learned and good practices.

- Partnerships, collaborations and coordination (20%)
a. Participates in all HQs-managed or coordinated processes that involve EMOPS. These include but are not limited to Inter-Divisional Task Force on Emergencies for L2 SSOP, Humanitarian Performance Monitoring System, and Early Warning/Early Alert System, etc.
b. Develops global networks and partnerships including mechanisms for partnering at regional and country levels (e.g. MOUs) with key organisations including NGOs that work on or are actively involved in C4D related work (community mobilization, IEC etc.) in emergencies.
c. Facilitates and coordinates collaborations for technical support; knowledge management; and development of tools and methods.
d. Coordinates UNICEF contributions to partner initiatives e.g. Infoasaid’s Message Library.

- Capacity strengthening and information and knowledge management (IKM) (15%)
a. Creates and facilitates mechanisms and resources for systematic knowledge generation (e.g. case study documentation), acquisition and dissemination, and sharing of experiences among UNICEF staff and partners on C4D strategies and tools, lessons learned, case examples and innovations to prevent and mitigate the impact of emergencies.
b. In consultation and coordination with C4D Specialist for Institutional Development, supports recruitment and deployment of C4D staff and consultants in emergency situations, including maintaining a roster of C4D specialist who can be deployed in other emergencies at country level and contributing to capacity development efforts in this area.

IKM mechanisms and resources on C4D and emergencies; network meetings/sessions at network meetings; roster of staff for emergency deployment; C4D in emergencies training tools and resources.
- Contributions to C4D HQs Section Operations and Management (15%)
a. Contributes to section level resource mobilisation and management efforts including planning, utilisation and reporting on allocations in the area of C4D in humanitarian actions and emergencies.
b. Works with and guides the work of support staff and/or external consultants/contractors.
c. Synthesizes and analyses progress and challenges, and develops recommendations for relevant UN and UNICEF policy and strategy documents, annual and mid-term reviews, donor reports and inter-agency feedback.
d. Contributes to the C4D Section’s key initiatives and work in other areas as required.

Qualifications of the Successful Candidate:
- Education
a. Advanced university degree in behavioural and/or social sciences (anthropology, sociology, psychology, social development, etc.)/communication for development/ public health and health education.
b. Understanding of – or training in – current developments in the field of communication for development theory and research, participatory processes, media; as also strategic communication planning, behaviour analysis, formative research and evaluation.
c. Strong technical knowledge of quantitative, qualitative and participatory research methodologies and analysis.
d. Knowledge about communication approaches under emergency situations.
- Work experience–
a. At least 8-10 years of solid work experience in C4D, of which 1-2 years in emergency contexts or dealing with emergency issues, 4-6 years in developing country contexts. Experience in emergency duty stations is an asset.
b. Experience in inter-disciplinary approaches in strategic communication and application of C4D strategies, tools and resources to address behaviour and social change dimensions especially in crises.
c. Experience in or understanding of outbreak/risk/crisis communications and dealing with the media is an asset.
d. Experience in coordinating and/or facilitating multi-agency C4D preparedness and response planning and implementation in emergencies.
e. Proven experience in conducting &/or coordinating research/monitoring/impact evaluation of strategic communication interventions.
