Chemonics seeks a long-term deputy chief of party/regional program manager for the anticipated USAID/OTI-funded Honduras CONVIVE II program, a follow-on to the initial 2012 program focused on community strengthening and violence prevention. CONVIVE II aims to disrupt the systems, perceptions, and behaviors that support violence. Under the supervision of the chief of party, the deputy chief of party/regional program manager will oversee development, design, and implementation of program activities for a regional office in San Pedro Sula. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- ?Advise USAID/OTI on programming and strategy in San Pedro Sula and La Ceiba, and implement resulting program activities under guidance from USAID/OTI and the chief of party
- Identify program opportunities and potential local partners
- Manage, oversee, and report on activities implemented from the regional office in Honduras
- Supervise program staff assigned to work in the regional office (and coordination with the operations manager on daily supervision of operations staff in the regional office)
- Ensure compliance with all requirements for activity development, contractor/recipient worthiness, activity implementation, management, monitoring, evaluation, and activity closing
- Contribute to the design and implementation of the monitoring and evaluation system at the activity level and ensure that all activities covered
- Ensure the quality and completeness of information on regional programming that regional office staff use, maintain, and upload information into the Activity Database
- Supervise local staff assigned to design and implement regional activities in Honduras
- Act as the chief of party in his/her absence
Qualifications:
- Proven capability to work with a contractor or international nongovernmental organization managing an office or program
- Experience implementing programming related to violence prevention working with community groups and/or government institutions
- Minimum two years of experience working on complex, high-speed, and challenging field operations in developing countries
- Knowledge of grant management, preferably in-kind and small grants
- Experience working in developing countries required, preferably in a fragile or transitional state environment
- Financial management experience, including budgeting; financial management (tracking, reporting, and accounting); and procurement
- Familiarity with activity design, development, and implementation
- Experience in Honduras or in other countries in the Northern Triangle in Central? America preferred but not required
- Demonstrated leadership, versatility and integrity
- Fluency in English and Spanish required
