Program Overview

Pathfinder is seeking a Service Delivery/Continuous Quality Improvement (SD/CQI) Advisor for the USAID/Haiti Services de Santé de Qualité pour Haïti (SSQH) project. The overall purpose of the three-year (with the option of a two-year extension) Services de Santé de Qualité pour Haïti (SSQH) project is to improve the health status of the Haitian population. This will be achieved by: (1) increasing utilization of the Ministère de la Santé Publique et de la Population's (MSPP) integrated package of services at the primary care and community levels (particularly in rural or isolated areas); (2) improving the functionality of the USG-supported health referral networks; (3) facilitating sustainable delivery of quality health services through the institutionalization of key management practices at both the facility and community levels; and (4) strengthening departmental health authorities' capacity to manage and monitor service delivery.

Position Purpose

The SD/CQI Advisor provides technical leadership to Pathfinder’s SSQH technical services team, improving scale-up and the quality of the delivery of clinical activities and targeting the most at-risk populations. The SD/CQI advisor is responsible for developing a strategy for quality improvement and for monitoring the effectiveness of the strategy. S/he leads quality improvement efforts by developing and implementing quality of care and capacity building needs at the facility level and for the Pathfinder SSQH team’s quality improvement activities. The SD/CQI Advisor works with the program sites to support the integration of quality improvement into all programmatic activities. S/he works closely with NGOs and CBOs, government officials, and the community. S/he supervises technical services staff, and liaises with outreach program teams to ensure linkages of clinical and community services.

Key Responsibilities

  • Leads the development and implementation of strategies for improving the access of communities to clinical services and information.
  • Prepares work plans, training programs, budget and quarterly and annual reports.
  • Provides technical guidance for planning, implementing, monitoring and evaluating quality improvement activities for the accomplishment of project objectives.
  • Develops key quality improvement indicators and monitors progress against them throughout the life of the project.
  • Develops and maintains a cohesive and effective service delivery team.
  • Liaises with the outreach programs teams to ensure linkages of clinical and community services
  • Monitors progress to ensure that goals and objectives are achieved.
  • Initiates and nurtures partnerships with new and existing stakeholders/partners.
  • Promotes collaboration with selected civil society and government counterparts.
  • Supports the establishment and expansion of innovative and effective interventions among most-at-risk groups and in high transmission areas.
  • Works with the Monitoring and Evaluation Specialist to instill the culture of data utilization to inform planning and decision making to improve the quality of care and program implementation geared towards desired outcomes and impact.
  • Assists the Technical Director in supervising, monitoring and tracking project performance to ensure effective implementation of the results package.
  • Other responsibilities as assigned by the Technical Director.

Basic Requirements

  • Medical Degree (doctor or nursing) or Master’s degree in Public Health.
  • Minimum of 10 years of experience in the implementation of primary health care programs.
  • In depth knowledge of health program strategies and indicators.
  • Excellent computer, presentation, facilitation and training/teaching skills.
  • Experience in analysis software (EXCELL, SPSS, EPI Info, PDA, GIS, etc.)
  • Knowledge of Haiti health system and indicators.
  • Team-focused with the ability to facilitate strong working relationships between partners, NGOs and CBOs, government officials, and the community.
  • Strong organizational and administrative skills.
  • Excellent verbal, written, and interpersonal communication skills, including report writing and workshop facilitation.
  • Fluency in English and French required.
  • Ability and willingness to travel In-county.
  • Familiarity with the political, social, economic and cultural context of working in Haiti.
