Program Overview
Pathfinder is seeking a Behavior Change Communication Gender Technical Coordinator candidate for the USAID/Haïti Services de Santé de Qualité pour Haïti (SSQH) project. The overall purpose of the three-year (with the option of a two-year extension) Services de Santé de Qualité pour Haïti (SSQH) project is to improve the health status of the Haitian population. This will be achieved by: (1) increasing utilization of the Ministère de la Santé Publique et de la Population's (MSPP) integrated package of services at the primary care and community levels (particularly in rural or isolated areas); (2) improving the functionality of the USG-supported health referral networks; (3) facilitating sustainable delivery of quality health services through the institutionalization of key management practices at both the facility and community levels; and (4) strengthening departmental health authorities' capacity to manage and monitor service delivery.
Position Purpose
The Behavior Change Communication Gender Technical Coordinator provides expertise and leadership in the development of programs to integrate gender equity initiatives into the project. The BCC Gender Technical Coordinator also develops gender-centered programming to build the capacity of country stakeholders (including MSPP and partner organizations), and will provide a technical assistance in the administration of community initiatives aimed at capacity building, skill creation, and women’s empowerment in reproductive health. She/he will help facilitate the design, implementation, monitoring and evaluation of community-level behavior change interventions that generate customer demand for and use of quality FP/RH services from the voluntary sector. The BBC Gender Technical Coordinator will provide TA in strategic planning for communication programs, project design, implementation and evaluation and guide behavior change initiatives especially those focused on the needs underserved populations such as youth and women.
Key Responsibilities
- Manage and administer community mobilization initiatives aimed at capacity building, skill creation and empowerment of women.
- Oversee the introduction of a human rights gender focused.
- Facilitate the development of community-level BCC strategies, guidelines, programs and materials integrating gender
- Conceptualize, design, and implement activities that are developmentally appropriate and address the different needs of boys and girls.
- Evaluate and integrate proven models that provide vulnerable adolescent girls with tailored and comprehensive services appropriate for their needs.
- Contribute to the establishment of community gathering places for pre-adolescent and adolescent girls that provide psychosocial support and other core services, such as vocational training, healthcare, nutrition, and other essential social services.
- Ensure that gender and vulnerability issues are addressed and that the Project provides ongoing support and outreach for girls’ continuation—or return to—school.
- Build capacity to develop and scale up efforts to achieve community-level service provision and comprehensive services. Ensure quality of care for all gender-related services through ongoing monitoring and evaluation.
Ensure linkages and coordination with social development counterparts, other USG-funded activities in Haiti, and other partners in the public and private sector.
Basic RequirementsUndergraduate degree in public health, or related field.
- A minimum of 5 years experiences in behavior Change Communication, social marketing or private sector delivery in developing countries experience with USDAID-Founded projects desirable
- Demonstrated program management and planning skills to implement behavior change interventions including training, social communication, community mobilization, advocacy, materials development and research
- Experience with field monitoring activities to identify specific gender issues, document, and share lessons learned for potential program users and public relations purposes, including press releases, press conferences, and content for other media events.
- Theoretical and philosophical grasp of issues pertaining to RH health rights and gender issues
- Commitment to bringing change to achieve gender equality.
- Team-focused with the ability to facilitate strong working relationship between partners, NGOs and CBOs, government officials, and the community
- Strong organizational and administrative skills. Excellent verbal, written and interpersonal communications skills, including report writing and workshop facilitation.
- Fluency in English, French and Haitian Creole required.
- Ability and willingness to travel In-county.
- Familiarity with the political, social, economic and cultural context of working in Haiti.
