CARE is seeking a Technical Advisor (TA), Social and Behavior Change Communication (SBCC). CARE is a leading humanitarian and development organization dedicated to fighting poverty and social injustice with a special emphasis on rights programming, gender equality, and women and girls. CARE works in a variety of contexts from protracted crises to stable development settings and recognizes that a good comprehensive assessment of the underlying drivers of food and nutrition insecurity point to poverty, gender inequity, non-inclusive governance, poor adaptation to climate change and the inability to manage other economic and political shocks and stressors. The importance of each of these factors will vary by context. To address these drivers of poverty, the CARE Food and Nutrition Security team pursues a two-pronged approach that focuses on a sequence of ‘nutrition-specific’ and ‘nutrition-sensitive’ interventions. Both pathways address humanitarian responses to acute shocks as well as developmental interventions that strengthen capacities and institutions to achieve food and nutritional security. Both pathways progress from externally derived support during emergencies, to household and community-led solutions, to systemic policy and institutional support for food and nutrition security solutions.

The CARE USA Food and Nutrition Security (FNS) team leads CARE’s work globally in this important area and has the overall goal of ensuring that households, women, and girls/children realize just and sustainable food and nutrition security (CARE Food & Nutrition Security Strategy 2014-2019). To achieve this goal, the FNS Team has four strategic objectives (SO) with three cross-cutting themes:

  • SO1: Increase capacity to prepare for, respond to, and adapt to climate change and economic and political shocks and stresses;
  • SO 2: Strengthen sustainable smallholder agricultural systems to improve food and nutrition security for producers, workers and consumers;
  • SO 3: Improve nutritional status of women, infants and children;
  • SO4: Promote good governance and rights to ensure equitable and sustainable food and nutrition security for women and marginalized/particularly vulnerable groups.

The TA, SBCC will serve as a subject matter specialist with respect to the cultural, behavioral, cognitive and psychosocial factors associated with nutrition and food security, Water and Sanitation for Health (WASH), and maternal child health. S/he will maintain knowledge of the current literature in all areas of food and nutrition behavioral research globally, with particular attention to: determinants of behaviors; theoretical frameworks for individual behavior change and broader transformations of social norms; effectiveness of diverse behavioral approaches, including individual, small group, community and mass media interventions; and state-of-the-art in design and evaluation of SBCC activities. In this capacity, s/he will have responsibility to work collaboratively with Country Offices to analyze, develop proposals, and programmatic activities to change behaviors for improved food and nutrition security outcomes. This will include conducting field visits to review technical quality of behavioral interventions and communications materials, recommending changes as needed, supporting teams to improve SBCC practices, and improving capacity of staff. Additionally, s/he will work collaboratively with Food and Nutrition Security Unit staff and other Program, Partnerships, Learning (PPL) units, as appropriate, to provide technical and programmatic advice on strategies for social and behavior change on issues related to prevention and risk taking behaviors and demand generation for health services, including gender and power issues related to food and nutrition security. S/he will also be responsible for maintaining a network of scientific and professional contacts including researchers and practitioners in the field of nutrition and human behavior, and share new research findings with CARE staff and relevant partners. Furthermore, s/he will participate in international and national meetings, workshops and conferences dealing with the behavioral aspects of nutrition.

Required Skills:

  • Masters degree or higher in public health, social psychology, health communications or other relevant behavioral/social science field.
  • Minimum five years professional experience with behavioral. communications aspects of global health, including at least three years working on food and nutrition security programs within a developing country context.
  • Demonstrated understanding of theories and frameworks relating to individual behavior change and broader social responses, and the evidence base for behavioral/ communications interventions and best practices.
  • Hands-on experience designing, planning, implementing and evaluating behavioral interventions/communication campaigns
  • Experience with developing and testing health/development information, education and communication materials
  • Strong interpersonal skills and ability to work cross-culturally with diverse teams
  • Ability to work independently with minimal supervision
  • Willingness to travel several times each year to developing countries
  • Grant and proposal writing
  • Research methodology and analytical skills
