Job Summary:
CRS is currently preparing for a potential global award in the area of social services and child protection called Comprehensive Care for Children Affected by HIV and AIDS (C3). The C3 project will improve the health and well-being of orphans and vulnerable children affected by HIV and other adversities by supporting systems and structures at country and regional levels for promoting evidence-based interventions to protect against risk, interrupt cycles of vulnerability, and build pathways to resilience leading to an AIDS Free Generation and contributing to overall improvements in quality of life and productivity in vulnerable children and their families.
In the event that USAID awards the grant to CRS, CRS is preparing to staff up. A major part of grant activities will be to generate and disseminate knowledge on issues and best practices. Key responsibilities of the Monitoring, Evaluation, Knowledge Management and Learning Officer include overseeing the C3 Performance Monitoring Plan and ensuring timely submission of quality data from a number of subprojects around the world.
This position is contingent on funding.
Overall Responsibilities:
- Finalize and maintain C3 overall program Performance Monitoring Plan, updating as needed.
- Develop and maintain the C3 M&E data system, under the guidance of the EBTD
- Lead the implementation of C3’s tools for data collection exercises and data management
- Assist country-based sub projects to develop PMPs which are consistent with the overall PMP.
- Perform analysis of quantitative and qualitative data, draft reports presenting the results of the analysis and share findings in an appropriate format.
- Investigate and conduct analysis of various secondary data sources.
- Work closely with country-based MEKMLs to ensure timely collection of quality data.
- Develop quarterly reports for program PMP.
- Ensure C3 program Monitoring and Evaluation manual is up to date.
- Prepare annual work plans for approval by C3 leadership team.
- Contribute to the development and implementation of the C3 knowledge dissemination plan.
- Provide reviews for or substantive contributions to national C3 plans and documents.
- Provide dissemination event planning and logistics support.
- Represent C3 in external meetings, conferences and presentations on C3-related MEKML topics.
- Provide other support to the EBTD and KML when needed.
- Ensure all MEAL-related data and files are properly organized and stored

Qualifications:
- Bachelor’s degree in International Development or related field; Master’s degree preferred
- Minimum 2 years professional experience working in a development setting
- At least 2 years experience of work in humanitarian or development context projects with monitoring, evaluation and knowledge m anagement skills..
- Excellent oral and written communication skills
- Willingness to travel for up to one quarter of your time
- Working knowledge with analytic software such as STATA, SPSS, or SAS
- Willingness and proven ability to learn new software and applications

Language Requirements: Fluency in written and spoken English, French language skills a plus.
Travel Requirements: International may be requested.
