Job Summary:

Catholic Relief Services is seeking a qualified candidate for Capacity Building Technical Director (CBTD) for an anticipated USAID funded program on Comprehensive Care for Children Affected by HIV and AIDS (C3). The C3 project provides a central mechanism for bringing together the technical expertise needed to increase the capacity of program implementers and key actors within systems of care and support and enable them to effectively address the unique and multi-faceted needs of children in the HIV epidemic.

The C3 project will improve the health and well-being of orphans and vulnerable children affected by HIV and other adversities by supporting systems and structures at country and regional levels for promoting evidence-based interventions to protect against risk, interrupt cycles of vulnerability, and build pathways to resilience leading to an AIDS Free Generation and contributing to overall improvements in quality of life and productivity in vulnerable children and their families. A major part of grant activities will be to build capacity of actors in social service provision systems. Key responsibilities of the Capacity Building Technical Director are preparing regional and local organizations to provide TA, ensuring that programs employ Quality Improvement approaches for service delivery, and supporting protective legislation, policies, and regulations. Specific responsibilities include identifying and supporting local Centers of Excellence (COEs) and Technical Service Organizations (TSOs), as well as identifying and facilitating use of a range of relevant capacity building tools.

Overall Responsibilities:

Responsibilities include:

  1. Provide general oversight of C3’s “supporting quality and sustainability” objective in order to build capacity of CSOs and government agencies with regard to social service provision to OVCs.
  2. Create, update, and make widely available a catalogue of relevant capacity building resources and tools.
  3. Provide strategic leadership across regions in the development of standardized approaches and best practices in local capacity building .Facilitate learning of regional best practices on program’s technical areas related to capacity building.
  4. Conduct or assist with technical analysis, design and monitoring of C3 regional and country-level capacity building interventions to ensure their quality and effectiveness
  5. Identify best practices in supporting Centers of Excellence to create a C3 COE plan.
  6. Oversee relationship with universities and research organizations involved in twinning and other organizational capacity building efforts.
  7. Lead process to tender for, select, assess, and support nascent COEs and TSOs, including C3 collaborating partners, to increase their ability to provide technical assistance and capacity building.
  8. Facilitate creation of COE and TSO peer learning network.
  9. Actively participate in detailed implementation planning reporting on capacity building program activities and ensure that other partners are implementing capacity building programs as planned.
  10. Support C3 country teams in facilitating Quality Improvement Technical Working Groups, conducting in-country partner and stakeholder organizational assessments,
  11. Support C3 country teams in providing TA to develop appropriate protective legislation, policies, and regulations.
  12. Provide mentoring and professional development support to project staff, with emphasis on building capacity of national and implementing partner staff.
  13. Remain up-to-date with latest methodologies, best practices, and donor requirements (e.g. USAID Forward Program) within the field of capacity building..

Qualifications:

  • A Masters degree or higher in Social sciences, public health, public or business administration, demography, or a related field
  • Demonstrated expertise developing and implementing current capacity building techniques and tools
  • Technical experience in the following areas: orphans and vulnerable children, HIV/AIDS, capacity building, systems strengthening, service delivery and child welfare are required
  • Minimum 7 years professional experience working in a development setting
  • Demonstrated success with strengthening the capacity of host-country government systems and utilizing evidence to inform policy and improve decision making
  • Understanding of organizational development, organizational resilience and sustainability
  • Experience and interest in facilitation and training. Demonstrated ability to transfer knowledge to diverse audiences through participatory adult training, mentoring, distance education and other formal and non-formal methods.
  • Proven experience working and engaging effectively with USAID, host-county governments and counterparts, international agencies and other key stakeholders. Strong networking experience with key institutions and donor agencies active in capacity building.
  • Excellent oral and written communication skills
  • Excellent research skills with ability to synthesize findings
  • Two or more years of experience living and working in a developing country
  • Ability to travel extensively internationally
  • Willingness to travel for up to one quarter of your time

Language Requirements: Fluency in written and spoken English; fluency in French preferred
