Background

Funding coordinating section (FCS) based in New York is currently building Grant Management system (GMS) for country based pooled funds to be rolled out in 16 countries. FCS is currently looking for Technical Project Manager who can manage the ongoing project development and work closely with FCS in finalizing the requirements.

This position is based a New York, contractor position. The person will report to the current Technical Project coordinator and adopt Agile Methodology for the project management processes.

The position is approximately for six months with a possibility of extension.

Duties and Responsibilities

The Technical Project Manager will work closely with Funding coordinating section to evaluate the requirements and translate them into technical implementation document. This documentation will further assist the outsourced development team to produce user story boards. Based on the inputs and approval from FCS, the consultant is expected to validate the technical specification and approve the implementation. The responsibility also includes clear task distribution between various developers, graphic designer and database team.

Specific duties will include:

  • Manage developers, graphic designer and database team
  • Prioritize requirements based on FCS inputs
  • Roll out new releases on the application and database servers (Stage and Production) directly.
  • Provide third level support to end user and first level support and training to focal points in various country offices.
  • Contribute to strategic discussions regarding use of technologies
  • Coordinate the development of Business Intelligence platform and work closely with OCHA’s Visual Media team.
  • Collaborate with OCHA’s Enterprise Solution Team to ensure harmonization of any new technical solutions implemented in the GMS project.

Requirements

  • Proficiency in Technical Project Management primarily using Agile methodology.
  • Experience in Enterprise technology implementation
  • Advance knowledge on technical architecture using ASP.NET, C#, jQuery, Web services and WCF
  • Advance knowledge in designing MS SQL database architecture, in-depth knowledge in SQL queries, MS SSRS and defining MS SSIS packages.
  • Good knowledge of Pentaho Business Intelligence suite community version
  • Experience with version control, especially MS Team Foundation server (TFS)
  • Knowledge of web standards, including HTML, CSS, XML
  • Creativity, initiative, follow-through, meticulous attention to detail and impeccable organizational skills
  • Ability to work independently, communicate well, and present yourself professionally in-person, on the phone and through web-based tools.

Excellent communication (spoken and written) skills including the ability to convey complex concepts and recommendations to staff at all levels, both orally and in writing, in a clear, concise style that can be readily understood.
