Chemonics seeks a senior recruiter for the USAID-funded Humanitarian Assistance Support Program in Washington, D.C., under USAID's Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA). The project will provide operational and administrative support in coordinating international disaster response and humanitarian assistance, emergency and developmental food aid, conflict mitigation programs, transition activities, and other initiatives for USAID/DCHA and its nine offices. The Senior Recruiter will work with hiring managers and recruitment personnel to determine staffing needs and devise effective sourcing strategies. This full-time position will be based in Washington, D.C., and requires a secret-level security clearance. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Recommend and develop, in collaboration with USAID/DCHA, effective sourcing and recruitment strategies to be initiated by recruitment team
  • Assist in the administration of the recruitment website, database, listserv, and networking lists
  • Plan and participate in job fairs and networking events to expand the pool of potential applicants
  • Develop and maintain a strong network of contacts from recruitment management agencies and academic institutions to source quality candidates
  • Work with hiring managers and recruitment personnel to determine staffing needs, along with minimum qualifications and skills required for positions
  • Administer tests and review applications to identify qualified candidates for consideration by the selection panel
  • Advise DCHA on hiring and compensation guidelines

Qualifications:

  • Bachelor's degree required; master's degree in a related field preferred
  • Bachelor's degree and a minimum of 15 years of related experience or a master's degree with a minimum of 12 year of related experience required, including relevant recruitment experience
  • Supervisory experience required
  • Familiarity with employment laws and donor regulations and policies
  • Experience in rapid-response recruitment preferred
  • Ability to obtain a secret-level security clearance
  • Demonstrated leadership, versatility, and integrity
