?Chemonics seeks a project manager for the USAID-funded Humanitarian Assistance Support Program in Washington, D.C., under USAID's Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA). The project will provide operational and administrative support in coordinating international disaster response and humanitarian assistance, emergency and developmental food aid, conflict mitigation programs, transition activities, and other initiatives for USAID/DCHA and its nine offices. The project manager will be responsible for the overall direction, coordination, implementation, execution, control, and completion of specific projects, ensuring consistency with DCHA's overall management plan. This full-time position will be based in Washington, D.C., and requires a secret-level security clearance. Responsibilities include:
- Lead, direct, and monitor contract performance of task orders
- Provide overall direction, coordination, implementation, execution, control, and completion of multiple projects/tasks and groups of personnel at multiple locations
- Provide oversight to all contract tasks, including administrative support to grants, recruitment and administrative support for personal services contracts, field program support, administrative support to DCHA, information support services, and staff training and capacity building
- Provide executive-level management to overall contract operations, including coordinating and facilitating timely submission of financial, performance, status, and other reports required by the client
Qualifications:
- Master's degree in business administration, economics, international affairs, or a related field required
- Minimum 12 years of relevant experience, including leading teams responsible for providing operational and administrative support for international disaster response and humanitarian assistance, emergency and developmental food aid, conflict mitigation programs, and transition activities
- Experience managing multimillion-dollar USAID or other U.S. government contracts (including IQCs, CPFF, and fixed-price)
- Field experience in developing countries preferred
- Experience preparing and analyzing budgets for large, complex U.S. government contracts required
- Knowledge of federal and USAID acquisition and assistance rules, regulations, policies, and procedures, including Federal Acquisition Regulations, OMB Circulars, USAID Automated Directives System, USAID Acquisition Regulations, Office of Acquisition and Assistance Contract Information Bulletins, Office of Acquisition and Assistance Procurement Executive Bulletins, and Acquisition and Assistance Policy Directives
- Strong interpersonal and problem-solving skills, excellent verbal and written communication skills, and a client-focused orientation
- Existing secret-level security clearance or the ability to obtain one
- Demonstrated leadership, versatility, and integrity
