The Department of Foreign Affairs and Trade (DFAT) provides support to the elementary, primary, secondary and post-secondary sections of the PNG education sector, using a range of mechanisms including procurement, Australia Awards and technical assistance. A major focus of technical assistance is the provision of high quality capacity development to the National Department of Education and the Office of Higher Education, to help support the Government of PNG’s national and provincial priorities.

The Facility Manager will have overall responsibility for managing PNG’s Education Capacity Development Facility (CDF). He/She will provide high-level logistical and operational support to DFAT, ensuring that the Facility is managed effectively and delivers results in alignment with DFAT’s objectives for CDF. The Facility Manager must be able to respond quickly, proactively and well to varying demands.

The Facility Manager will have a lead role in:

  • Setting the strategic direction for the CDF in line with DFAT’s current and future requirements;
  • Overall administrative management (including in-country financial management) of the Facility;
  • Preparation of contractual deliverables, documents and other reports as required by DFAT;
  • Provision of risk and fraud management advice on Facility activities to both DFAT and GRM; and
  • Coordination of advisers, including facilitating regular performance assessments and ensuring appropriate mobilisation and logistical support is provided by the Facility.

Remuneration:

This position is funded by DFAT and is defined as C3 under the Adviser Remuneration Framework.Click here to download the Terms of Reference.

CDF is a well-established DFAT facility, managed by GRM International, responsible for sourcing and providing quality capacity development expertise to the Papua New Guinea education sector.

CDF provides administrative, financial and logistical support to education technical assistance in Papua New Guinea.
