OVERALL RESPONSIBILITIES:
The Principal Technical Advisor (PTA) for Pharmaceutical Financing works with the Director for Technical Strategy and Quality to design, refine and implement technical strategies and approaches related to health financing, particularly in the area of pharmaceutical system strengthening for implementation in MSH’s Center for Pharmaceutical Management (CPM) projects. The PTA also designs and oversees implementation of field-based operational research in the area of financing to support strategy development, position papers, and other technical activities aimed at strengthening pharmaceutical systems, supply chain management and pharmaceutical services in developing countries.
SPECIFIC RESPONSIBILITIES:
Lead the design and implementation of CPM pharmaceutical sector assessment and options analysis activities related to financing, including the development of tools and implementation of data analysis plans; also assist in data interpretation and technical activity reporting.
Conduct analyses to inform policy decisions regarding cost containment, greater efficiency and options for financing.
Serve as the MSH focal person for universal health coverage. As the MSH technical lead for UHC, provide a leadership voice in the field on issues related to UHC and assure an MSH-wide strategic and coordinated approach to work related to UHC.
Design and implement desk-based and/or field-based activities to support development of CPM position papers and initiatives (e.g., medicines coverage under universal health care, improving access to health technologies for diagnosis and treatment of chronic diseases, introduction of new health technologies).
Participate in reviews of CPM financing-related program technical activities, such as evaluation of alternate supply chain systems, development of pharmaceutical benefits management programs, etc., to ensure quality of program deliverables.
Provide writing and analytical assistance, as needed, to produce pharmaceutical financing-related reports and technical briefing documents for publication.
Work with the CPM/TSQ Director, and other senior CPM program managers, to develop new business for the center, including developing and maintaining relationships with existing and potential clients and preparing funding proposals, as needed.
Participate in other duties, as assigned.
QUALIFICATIONS:
Advanced degree in health financing or health economics preferred. Advanced degree in public health or health policy and management is also beneficial.
More than 10 years of experience providing technical assistance in the design, implementation and/or evaluation of health finance programs in developing countries.
Specialized training and/or experience relating to pharmaceutical systems, supply chain management or pharmaceutical services is highly desirable.
Demonstrated success in leading, managing, and coordinating technical assistance and research teams.
Experience with international agencies and international stakeholder organizations, such as WHO, World Bank, USAID, or other bilateral agencies preferred.
Ability to write lucid technical reports and documents in English is required.
Demonstrated intermediate computer skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint. Experience with database applications strongly preferred.
Proficiency in French or Spanish is desired.
Strong organizational skills with the ability to handle multiple tasks simultaneously; excellent interpersonal skills and ability to work effectively in a team spirit.
Ability and availability to travel internationally and domestically.
