DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION:
The International Programs Department helps communities that have been disrupted and uprooted by conflict or natural disasters to take control of their futures and rebuild and maintain healthy, prosperous lives for themselves and their families. ARC takes a cross-sectoral, integrated approach that fosters community and individual leadership and durable local solutions.
PRIMARY PURPOSE OF THE POSITION:
The Livelihoods Technical Advisor provides technical assistance and strategic direction to ARC country programs in the development of innovative, results-based programming, aimed at creating economic opportunities for people living in displacement, transition or low-resource development contexts. Initially, the principle focus of the position will be on development and acquisition of new funding for ARC’s livelihoods programs and strengthening country livelihoods strategy and local capacity. Opportunities for program expansion and scale up include village savings and loans association (VSLA) programs, value chains, business skills training, social micro-enterprise development, market development and encouraging links between livelihoods program beneficiaries and established micro-finance institutions and integrated livelihoods and food security/nutrition programming. This position will be based at Headquarters in Minneapolis, MN.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES:
Program Development (60%)
Lead the development of ARC HQ and country program strategies for strengthening livelihoods programming.
Identify potential funding sources and contribute to development of proposals to secure new grants, specifically from USAID and other USG donors, other multilalaterals and bilateral, private foundations and through public-private partnerships.
Represent ARC as technical lead for livelihoods among donors and other stakeholders, technical working groups and potential partner organizations.
Technical Assistance to Field Programs (20%)
Provide technical expertise to field staff in program design, implementation strategies, logical framework and work planning.
Facilitate regular interaction with field teams to guide strategy development, strengthen program quality and build staff capacity.
Monitor field program results and ensure cross-learning of best practices among field programs.
Conduct field visits and training programs to strengthen the quality of ARC’s livelihoods programs.
Develop tools for staff development and effective monitoring and evaluation of livelihoods programs.
Monitor operations and reports of micro-finance institutions and provide technical assistance as required.
Development and Documentation of Lessons Learned and Best Practices (20%)
Develop tools and guidance documents to assist in planning and developing livelihoods programs.
Develop set of best practices for livelihoods programming including VSLAs, micro social enterprise development, and business (and vocational) skills training.
Collect and document lessons learned from existing ARC field programs.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:
Master’s degree in Business Development, Finance, (Ag) Economics, or related field strongly preferred.
Minimum 4 years international experience in integrated livelihoods programming experience with programs in complex emergency, post-conflict, transition, and/or low resource development settings(Previous experience in innovative design of social enterprise development a plus).
Demonstrated program management experience in developing country or post-conflict settings.
Relevant experience with institutional and private donors within the sector; demonstrated success at resource development.
English fluency and training/presentation skills required.
Computer skills; word processing and spreadsheet software.
