The Caribbean HIV/AIDS Alliance invites applications from suitably qualified CARICOM professionals to apply for following post:

Head, Finance and Administration

PURPOSE OF POST:
Under the direct supervision of the Executive Director, the Head, Finance and Administration will lead the finance and administration teams and have overall responsibility for the organisation’s finance and administration by implementing appropriate financial policies and systems to support effective financial management practices, transparency and accountability in the execution of the organizations mandate. These will include line management of finance staff, coordinating donor reporting and management reporting; and ensure accounting records are well maintained and internal controls are appropriately developed and implemented. The Head of Finance and Administration will oversee the financial accounting, HR and general administration of the organization and will advises/assists the programme team in developing and implementing strategies designed to strengthen the financial and administrative functions of partner non-governmental organisations and community based organisations.

OVERALL RESPONSIBILITES:

? Manage the effectiveness and efficiency of operations, including the financial resources allocation and budgetary process ? Consistently monitor the performance of the organizations so that deviations from the planned expenditures are detected and brought to the attention of the Senior Management Team (SMT)? Provide the Executive Director and COP with timely information to enable effective organizational management? Ensure that the financial performance of the organization is monitored and reported as part of proper cooperate governance? Ensure that practical and effective policies and procedures (e.g. financial accounting, procurement and contract management) are in place. ? Coordinate the preparation of financial reports, special analyses and recommendations for programmatic changes? Ensure that the organization maintains proper accounting records of all financial transactions, assets and liabilities and follows appropriate internal control? Ensure systems and procedures are developed with full compliance with international and donor reporting requirements and regulations.? Oversee the development of financial systems capacity of CHAA’s partners, ensuring that the contractual framework for passing funds to partners is established and proper accounting for funds ? Prepare budgets including annual budget and budgets for specific donor proposals including narrative budget notes? Develop and effectively manage the administrative functions and staff at the CHAA regional office and the country offices? Develop and build the competencies of the Finance and Administration Team members? Assist the Executive Director in governance management of the organization? Work with the Senior Management Team (SMT) to develop and implement change and manage risks. ? As a member of the senior management team acts as Officer-in-Charge in the absence of both the Executive Director or COP

.REQUIRED EUDCATION/EXPERIENCE:• Advance degree in Economics, Finance, Accounting, Business Administration or a related subject and a minimum of eight years experience in finance/accounting in development sector ORBachelors’ Degree in Economics, Finance, Accounting, Business Administration or a related subject and a minimum of ten years experience in finance/accounting in development sector OR Certified Chartered Accountant (ACCA), Certified Public Accountant (CPA), Certified management Accountant and a minimum of twelve years’ experience in finance/accounting in development sector• A minimum of five years senior management experience in leading and managing the finance function of donor programme with significant experience in computerized FMIS environment• Demonstrated experience and skills in policy development, project management and tactical budgeting, problem solving and risk management • Proven experience with USAID funded Cooperative Agreements and knowledge of USAID rules and regulations• Knowledge of HR and IT practices is an asset• Working experience in finance and administration within the Caribbean• Fluent in English, written and verbal
