Title: Senior Technical Officer, Sustainability and Health Systems Strengthening
Job Summary
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a nonprofit organization dedicated to preventing pediatric HIV infection and eliminating pediatric AIDS through research, advocacy, and prevention, care, and treatment programs. Founded in 1988, EGPAF works in 15 countries around the world, supporting more than 7,500 health facilities.
We are currently seeking an innovative and detail-oriented Senior Technical Officer to support EGPAF’s Sustainability and Health Systems Strengthening (SHSS) team. The SHSS team, which is part of EGPAF’s Technical Leadership, Innovation, and Sustainability unit, is responsible for defining and advancing EGPAF’s sustainability agenda and providing technical leadership and assistance at the global and country levels.
The Senior Technical Officer will have three key responsibilities: 1) maintaining up-to-date technical expertise in the field of HSS and HIV/AIDS; 2) supporting the development of organization-wide technical resources in HSS; and 3) providing technical assistance to EGPAF country programs and external organizations.
The Senior Technical Officer will be an integral member of the SHSS team at EGPAF. Strong communication skills, ability to work well with a team, and ability to manage multiple competing priorities will be key qualifications for this role. The ability to think creatively, innovatively, and strategically is also key to this role.
Essential Duties & Responsibilities:
· Support the ongoing development and refinement of EGPAF’s technical approaches and priorities in HSS;
· Think creatively and strategically to advance innovative programmatic approaches in EGPAF’s HSS and HIV/AIDS programs;
· Support the development and refinement of EGPAF institution-wide tools and resources, for use by EGPAF country teams and external partners, in HSS areas;
· Provide technical assistance, remotely and in-country, to support EGPAF country teams to develop and implement HSS-focused country frameworks;
· Provide technical assistance to external groups, including donor country missions, INGOs and national organizations;
· Work with EGPAF country teams to assess HSS activities, including using standardized EGPAF HSS assessments and evaluating routine programmatic data;
· Identify innovative, effective and efficient program models to support HIV service delivery and improve health systems;
· Support the periodic review of HSS strategies and activities in EGPAF’s funding proposals;
· Participate in and periodically present in internal and external fora on HSS.
Required Qualifications:
- At least 5-7 years professional experience in HIV/AIDS program implementation, ideally in low-resource settings
- At least 2 years professional experience supporting health systems strengthening, with a good technical understanding of the field of HSS
- A bachelor’s degree in a field related to international relations, development, or health, with a graduate degree, such as an MpH, preferred
- Fluency in English, with French or Portuguese skills desirable
