SUMMARY:
Counterpart International is currently seeking an International Human Resources Manager. In consultation with the Vice President of Human Resources, the International Human Resources Manager is responsible for supporting the development, delivery and coordination of international and domestic HR support for Counterpart programs. S/he will work closely with the HR team in supporting the headquarters based program teams and the field offices on all aspects of HR including advising and supporting them on employment practices (recruitment, employee relations, mediation, termination), policies, compensation, benefits, allowances, training and coaching that is in compliance with US and local labor laws. This is a full/part time position based in Arlington, VA.
DUTIES AND RESPONSIBILITIES:
• Manages associated international hiring policies and practices. Participates in interview and selection process of domestic and key expatriate and TCN hires. Provides guidance and support for local hiring as needed.
• In partnership with payroll and finance drive compliance of all taxation and allowance questions and issues for expatriates and TCN’s.
• In partnership with Programs and HR leadership, create and develop compensation guidelines for the programs that fit within the broader Counterpart compensation philosophy.
• Oversee the orientation process for expatriates and TCN staff regarding allowances, international benefits package, and pre/post departure requirements.
• Conduct exit interviews with key program staff both at headquarters and in the field.
• Collaborate with associated internal and external staff to ensure HR and HQ policy compliance.
• Initiate and lead the implementation of new allowances, benefits and compensation plan changes.
• Takes the lead on managing employee relations issues involving expatriates, international field, as well as headquarters based staff.
• Maintain knowledge of industry trends and all federal and state regulations to ensure the organization’s compliance with all requirements. Work with local labor attorneys when needed, especially on program start-up or close-down.
• Create and manage a virtual HR resource center and serve as the SME for the HR tools, training and best practices resident in the resource center.
• Provide advice and coaching to international and HQ staff on all HR related matters including recruitment, termination, performance evaluations, employee relations and organizational policies.
• Collect program content from the Program Quality and Learning organization and develop and deliver training for Counterpart Program employees.
Requirements/BASIC QUALIFICATIONS:
• A bachelor’s degree in relevant field, along with 10+ years of related experience.
• Strong HR generalist with significant international HR experience.
• Demonstrated ability to communicate effectively with a diverse group of employees at all levels within the organization.
• Able to successfully manage multiple tasks and projects simultaneously with a keen eye for details.
• Excellent communication - written, verbal and presentation skills.
• Knowledge of US labor laws and familiarity with international labor law and expatriate and local national employment.
• Ability to exercise sound and timely judgment and maintain confidentiality of sensitive information.
• Demonstrated strong analytical and problem solving skills.
• Demonstrated experience with HRIS systems, internet-based research, and general office automation systems.
• Proven ability to consult with, advise and coach employees and leaders
• Ability to travel internationally occasionally to support the program field offices.
PREFERRED QUALIFICATIONS:
• Experience in an NGO setting, especially in an international development organization (such as USAID or USAID implementing partners) or related field, preferred.
• General knowledge of the principles and practices of HR administration.
• Process and execution orientated in order to manage multiple priorities while accomplishing personal, departmental and organizational goals.
• Experience with Ultipro HRIS.
• Ability to communicate in (read, write, converse) in French, Spanish and/or other languages.
