Project Summary:
MSI is a key partner in the Improved Basic Education Services Project (IBESP), which is led by World Learning. IBESP will run from September 2014 through July 2018 and combines crisis response and development to expand equitable access to education and improve learning outcomes for children. MSI’s role is in four areas: 1) collecting and analyzing data on children’s reading levels by implementing early reading assessments; 2) conducting surveys on teacher’s knowledge of reading instruction; 3) designing and implementing an early warning system for children at risk of not learning to read; and 4) holding policy workshops based on the findings of the reading assessments and the reading instruction surveys.

Position Summary:
MSI is recruiting a Data Specialist who will work on a full-time basis with the project over the next four years. The Data Specialist will serve under the direction of the IBESP Chief-of-Party, Monitoring and Evaluation Director, Assessment Director, Assessment Specialist, and MSI home office technical and management staff and will be based in the World Learning IBESP office in Beirut. The Data Specialist will support the Assessment Director and the Assessment Specialist in conducting annual student and teacher reading assessments. More specifically, s/he will provide data analysis and training support for the assessments, along with contributing tables and graphs to the production of assessment technical reports. S/he will collaborate with the Assessment Director and Assessment Specialist to supervise Quality Control Officers (QCOs) and a local data collection organization during the periods of fieldwork, particularly in regards to electronic data collection. The Data Specialist will also co-organize assessment-related training sessions and build capacity for student and teacher assessment within the government.
Responsibilities:
- Serve as the main support person for data aspects of the student reading assessments using the Early Grade Reading Assessment (EGRA) and teacher assessment of reading instruction in a sample of 3--+ public school, in Arabic.
- Collaborate on the development and revision of the EGRA tools and teacher questionnaires.
- Participate in the selection of a local data collection organization.
- Collaborate on setting up databases for data uploading and analysis.
- Collaborate on assessment schedules, training plans, and test administration manuals.
- Monitor data collection with the local organization for both the pilot and operational testing.
- Carry out tasks related to electronic devices (e.g., programming, inventory, maintenance, etc.).
- Collaborate on analyzing data for policy workshops with the government.
- Build capacity for data collection and data analysis with the government.
- Handle any other tasks as needed, including relations with the government.
Qualifications:
- Minimum 5 years of experience in quantitative surveys and/or assessments.
- Experience with the government of Lebanon, particularly the Ministry of Education and Higher Education.
- Demonstrated experience in monitoring and evaluation.
- Bachelor’s degree (or higher) in a related field (e.g., education, statistics, or computer science).
- Strong knowledge of data, including analysis, interpretation, and use.
- Experience with data analysis software, such as Stata or SPSS.
- Experience with technical reports, including production and interpretation of tables and graphs.
- Excellent language, writing, and presentation skills in Arabic and in English.
