The “Arbeiter-Samariter-Bund Deutschland (ASB)” is a German aid and welfare organisation with more than 300 branches at national, regional, district and municipal level all over Germany.

More than 1.1 million members provide a broad social basis for our organisation and more than 20,000 employees as well as over 17,000 volunteers form part of the ASB ensuring a high level of quality in areas such as rescue services, civil protection and social services. Since its foundation in 1888, the ASB has acted as a politically and denominationally independent association ensuring a high level of continuity and reliability. ASB Foreign Aid Department provides both direct emergency relief to people hit by man-made or natural disasters and longer-term rehabilitation measures designed to promote recovery and to rapidly help restore the livelihood of refugees, internally displaced persons and other vulnerable people. ASB currently has a portfolio of more than 100 relief, rehabilitation, development and DRR projects in countries like Uganda, Niger, Nicaragua, Serbia, Bosnia, Kosovo, Indonesia, Haiti and Georgia.

ASB started its activities in Nicaragua in 2000 focussing on Humanitarian Aid and Disaster Risk Reduction. The ASB main office in Nicaragua is based in León. Current operations encompass Inclusive DRR Activities in the Western Part of the country as well as Water and Sanitation project in the RAAS.

ASB is currently seeking expressions of interest from qualified and committed individuals for the following position:

Country Director Nicaragua

The Country Director is responsible for the overall leadership and strategic development of the ASB Country Programme in Nicaragua. He/She is reporting to and supervised by the Desk Officer Nicaragua and Haiti at ASB’s National Federations headquarters in Cologne, Germany.

Duration: 12 months (possibility of extension)

Start:January 2015

Location: León, Nicaragua

Vacancy: International position

Salary: ASB offers a competitive salary commensurate with experience

Key responsibilities include:

· Programme Management: support Project and Program Managers in the delivery of the existing country programme, including supervising the implementation and management of all projects and programmes.

· Representation: liaison and representation activities with the Government of Nicaragua, various municipalities in Nicaragua, the United Nations, the INGO community, donors, partners, the Media and other external stakeholders.

· Partnerships & Alliances: maintaining existing-, as well as building new partnerships.

· Fund-raising: working with donors to raise funds in order to ensure financial sustainability of the country programme.

· Staff Management: monitoring and supervision of all senior local staff, including the line-management of programme and project managers.

· Project Cycle Management: timely development and submission of required project documentation including, fact-finding and assessment, project documents, proposals, assessment & evaluations, interim and end of year project reporting, final project reporting.

· Financial Oversight: supervision and control of financial expenditures and oversight of financial management systems to ensuring full-compliance with ASB’s as well as donor financial policies, procedures and practices.

· Security: management and coordination activities to ensure the overall safety and security of staff and compliance with security guidelines and procedures.

· Policy compliance: ensuring all staff and projects adhere to ASB’s administrative Standard Operating Procedures, including having overall responsibility of all field offices and national staff.

· Reporting: submission of monthly progress reports, donor reports, end of year reporting and the preparation of an annual report and accounts for external publication.

· Internal Communication: regular and close communication with the ASB's HQ in the process of further development of the ASB's approach in Nicaragua in line with ASB’s overall Foreign Aid strategy.

Key Requirements:

· Relevant University Degree (educational degree in humanitarian or development studies an advantage)

· Minimum five years of relevant work experience, partly on management level (previous work experience in Nicaragua or Central America an advantage)

· Proficient knowledge and experience in developing and implementing Humanitarian Aid and Disaster Risk Reduction programmes

· Understanding of DRR context and legal framework

· Budget development and strong budget management experience

· Experience with international donor agencies such as DG ECHO, German Ministry of Foreign Affairs, EuropeAid.

· Experience in directing teams

· Proficient knowledge of finance, administration and logistics

· Intercultural communication skills

· The ability to inspire and work independently

· Fluent in Spanish and English, working knowledge of German would be a distinct advantage

· IT skills (MS Office)
