Purpose of the Position:

Under the general guidance of Chief, Organizational Learning and Development, and in active partnership with EMOPS and other HQ divisions, sections/units as well as Regional, and Country Offices the incumbent will assess and analyze competencies, learning, and training needs to fulfil the Humanitarian Learning strategy and framework. The incumbent will identify, develop, implement, and evaluate learning programmes, activities and products contained in the defined curricula (and other emergency-related needs). Help develop capacity of HQ, Regional, and Country Office staff to undertake humanitarian activities. Coordinate and provide guidance in the implementation of learning plans across the globe associated with the HA rollout, and to monitor and evaluate their effectiveness.

Key Expected Results:

  1. Create a viable set of curricula based on the details outlined in the Humanitarian Learning Strategy/Framework. Review and collate any and all existing materials (job aids, learning manuals, web links, tips & tools, guidance, assessments, etc.) both from within the organization or from other organizations; identify those which are good "as is"; define those elements in need of improvement, updating, or customization; manage the development of new or missing materials as needed.
  2. Review existing communication channels in the organization, interview staff at Headquarter, Regional, and Country office levels to determine the "best fit" means of communicating the Humanitarian Action learning programme(s); review other on-going or planned programmes to determine options for making linkages.
  3. Create EOI and/or RFP's as needed for those efforts which cannot be managed in-house; and review proposals submitted by interested entities using agreed-upon criteria; follow up with these institutions to gather more information as needed; write a justification for the vendor to be selected for continued support as needed and appropriate.
  4. Lead in the process of building staff and organisational capacity in humanitarian action globally, by working closely with HQ and Regional Offices (and through them, Country Offices) and their Learning Committees in rolling out the global strategy/framework and the associated curricula. Assisting them in continually identifying learning needs and in the development and implementation of appropriate learning interventions to meet them, including assisting in the identification of possible learning resources.
  5. Design, develop, and test tools, materials, systems and processes for diverse learning activities relating to humanitarian action and emergencies, including researching and adapting outside best practices to the UNICEF context.
  6. Undertake reviews and evaluations of existing emergency learning activities and materials to determine both the effectiveness of their methodologies and relevance of their content, and to propose updates and changes where appropriate.
  7. Establish a system for tracking and evaluating learning so that interventions can continue to meet the evolving needs of staff.
  8. Work with Career Development Section in DHR, as well as other HQ Divisions, to identify and develop staff competencies in emergencies, and develop and implement learning activities and tools that promote them.
  9. Represent UNICEF in inter-agency humanitarian learning forums, contributing to cooperation in the further development of integrated learning strategies, shared learning materials, and training workshops.
  10. Participate in the general strategy of the section to advocate for learning at all levels throughout the Organisation, and ensure that Humanitarian Action issues are mainstreamed in core learning programmes and training materials.

Qualifications of Successful Candidate:

  • An advanced university degree (Master's) in Human Resources, Adult Education, Organizational Development, or a directly-related technical field(s) is required.

Work Experience:

  • A minimum of eight (8) years of relevant experience, at the national and international levels, in Learning (design and delivery), organizational development and project management is required.
  • Prior hands-on experience in adult learning, distance and computer-based learning as well as learning activities relating to humanitarian action and emergencies is required.

Language Proficiency:

  • Fluency in English (written and verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Spanish, Russian) is considered an asset.

  • Has good leadership and supervisory skills; co-ordinates group activities, ensuring that roles within the team are clear.

This is a project funded post with funds available for one year.
