SUMMARY
The Program Officer/Senior Program Officer takes the lead role in development and planning, financial management, and public outreach for a program.
MAJOR DUTIES AND RESPONSIBILITIES
Development and Planning:
- Lead the design, development and implementation of USIP’s programming in and on Nigeria, with possible additional programming responsibilities elsewhere in West Africa.
- Oversee financial management of Nigeria programming and relations with Nigerian partner organizations.
- Coordinate USIP’s programming in and on Nigeria with other Centers within USIP
- Represent USIP’s Africa Program at internal and external events and disseminate information about USIP’s programs and research findings.
- Provide expertise on key policy issues related to Nigeria, West Africa and the African Union through briefings of key officials and other relevant actors, publications, and participation in working groups, conferences and roundtable events.
Financial Management:
- Manages the program budget to ensure that the program is operating within its budget limitations in order to meet its goals and objectives.
- Pursues external funding for project initiatives.
Public Outreach:
- Builds strategic partnerships and cultivates contacts with subject matter experts and a wide variety of external organizations to leverage resources and combine efforts to promote USIP program initiatives and goals.
- Attends and participates in various conferences, events, and other programs to speak on behalf of USIP on a specific subject matter area of expertise.
- Takes lead role in responding to the public or media regarding specific program area.
- Provides regulatory briefings to governmental or other organizations on key subject matter area.
Performs other duties as assigned.
QUALIFICATIONS
- Applicants must be U.S. citizens or nationals of countries listed in a U.S. Collective Defense Arrangement per the Department of State. To see a list of those countries, go to http://www.state.gov/s/l/treaty/collectivedefense/index.htm.
- A Masters Degree or equivalent is required.
- A minimum of eight years of experience in at least two of the following areas: peacebuilding, conflict prevention conflict resolution, policy analysis and/or countering violent extremism in Nigeria; peacebuilding, conflict resolution, rule of law strengthening and security sector reform in West Africa; the role of regional economic communities and the African Union in peacebuilding, conflict resolution and security sector reform.
- Demonstrated expertise in conducting programming in Nigeria (preferably with a publications record), strong research and analytical skills, and a minimum of five years of experience working in and/or on conflict or post-conflict countries in Africa.
- Deep understanding of Nigerian political, economic and social dynamics and of how to operate effectively and efficiently in Nigeria.
- A minimum of three years of management and supervisory experience, including of field programs, staff and national partners;
- Excellent representation and communication skills (oral and written), including cross-cultural skills, media skills, and the ability to deal with counterparts at all political, social and economic levels;
- Relevant foreign language fluency is highly desirable (applicants with language ability should indicate their fluency levels on resume or in cover letter).
- Ability to travel for extended periods to Nigeria and elsewhere in West Africa.
