BACKGROUND
The United Nations Human Settlements Programme, UN-Habitat, is the agency for the United Nations dedicated to promoting socially and environmentally sustainable development of human settlements in an urbanizing world, with the goal of providing safer and inclusive human settlements.
In Haiti: Following the earthquake of January 12, 2010 which killed 220,000 people, made 1.3 million people homeless and left 766,000 people seeking refuge in non-affected cities, UN-Habitat has been committed to supporting the National Government, the Public and the international and national actors in the formulation of policies and strategies as well as in the implementation of projects to support the return of affected populations to safe neighborhoods; through reconstruction of habitats, neighborhoods and cities more resilient to natural disasters within a framework of integrated urban planning and management.
To support the urban planning activities of the Country Programme and implementation of the Urban Development Initiative: Canaan, Jerusalem, Onaville, UN-Habitat is looking for a Knowledge Management Officer**.**
RESPONSIBILITIES
- Directing the day-to-day activities related to the implementation of all Mapping, M&E and Communication Activities for the UN-Habitat Urban Development Initiative: Canaan, Jerusalem, Onaville and providing supervision and oversight to the GIS, M&E and Communications team including a Communication Officer, GIS specialist and M&E Officer.
- Coordinate the work of the Communication Officer, the GIS specialist and the M&E Officer including guidance on posting of documents, monitoring performance and coordination of translation work.
- Guide research and evaluation activities and oversee the preparation of evidence based reports and advocacy materials.
- Responsible for overseeing knowledge management to ensure that the Country Programme profits from the effective use of knowledge resources.
- Supervise the preparation of public information products for visibility campaigns and dissemination to counterparts at the national and community levels.
- Support the preparation of presentations and reporting materials for government, donors and other partners/stakeholders.
- Compile meeting minutes and summaries of key discussions, and meetings with partners.
- Communications with stakeholders from central and local Government, civil society and media.
- Develop knowledge resources and analyse usage of developed knowledge resources, recommend strategies for improvement, and implement as agreed.
- Carry out quality assurance on content published.
- Disseminate information to create awareness on knowledge resources.
- Promote and capture results, lessons learned and best practices and ensure that they are disseminated to appropriate parties.
Data Collection Responsibilities:
- Meet with users to define data needs, project requirements, required outputs, or to develop applications.
- Guide Research to locate and obtain existing databases.
Monitoring and Evaluation Responsibilities:
- Defines monitoring and evaluation criteria and develops baseline data for each project site in the program in close collaboration with the M&E officer
- Monitoring visits to implementing partners for data clarifications.
- Technical support for operational research.
COMPETENCIES (maximum of five)
- Excellent interpersonal, communication skills in French, English and Creole.
- Ability to draft reports and minutes clearly and concisely.
- Excellent research including internet research skills
- Good team spirit and respect for diversity.
EDUCATION
An undergraduate University degree in Cartography and GIS, M&E, Communications/Journalism,
Information Technology /Systems/Data management, or related disciplines. Advanced degree an advantage.
WORK EXPERIENCE
- Minimum 5 years of work experience in at least two of the areas or related fields: M&E, Communications and Mapping.
- Demonstrated knowledge in the following areas: M&E, Communications/Journalism and Mapping. Advanced knowledge of database management software, knowledge of GIS software is highly desired
LANGUAGE SKILLS
Full proficiency in French and/or Creole and English with good written and oral communication skills is highly desired.
OTHER SKILLS
- The ability to think creatively, work in a team, and perform under challenging circumstances is crucial.
- Demonstrated skills in coordination and ensuring timely results.
- Demonstrated IT capability in use of Microsoft Office and database programs with ability/ willingness to learn more advanced software such as design software and GIS.

REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
