Tetra Tech ARD, (www.tetratechintdev.com) a leading international development consulting firm based in Burlington, Vermont and Washington, D.C., is currently accepting expressions of interest from qualified candidates for Chief of Party on an anticipated five-year USAID funded project in Colombia. This project will support the Government of Colombia (GOC), the private sector, miners, affected communities and other stakeholders in reducing the environmental impacts of artisanal and small scale gold mining (ASGM), with special emphasis on eliminating the use of mercury and recuperating degraded areas left by gold mining. The project will focus on building effective governance capacity for ASGM activities in target municipalities by strengthening public management functions and capacity building of local organizations with a stake in ASGM operations; and increase GOC capacity to address environmental degradation by ASGM operations, delivering improved water and air quality, and re-incorporating degraded areas to productive uses with a value chain approach. It is expected to improve lawful mining operations in the target geographies, promote miners with legal, additional economic opportunities and transform degraded areas into productive and sustainable uses.
Responsibilities:
The Chief of Party will be responsible for leading all technical, financial and administrative aspects of the program and will coordinate closely with GOC and USAID in developing, implementing, and revising the project’s overall field strategy. The COP will be the principal link between USAID, Tetra Tech ARD, GOC and other partners and provide overall strategic and technical guidance to subcontractors. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the program, including monitoring and reporting to USAID. Locals are encouraged to apply.
Qualifications:
* Advanced degree in Mining, NRM, Agriculture or relevant field.
* Minimum 10 years of senior level experience as Project Director or Chief of Party on donor-funded projects of similar magnitude and complexity;
* Minimum 5 years of international development experience in managing and implementing environment projects related to mining, hydrocarbons and/or other extractive industries;
* Expertise in natural resource management, commercial forestry, alternative livelihoods, agribusiness development, and local capacity building strongly preferred;
* Previous experience in the formalization of ASGM strongly preferred;
* Previous experience environmental impact assessments strongly preferred;
* Previous regional experience required; experience in Colombia strongly preferred;
* Experience developing alliances with the private sector is strongly preferred;
* Proficiency in written and oral English and Spanish required.
