Job Summary:
LWR is recruiting for a consultant to support various potential bids in response to request for proposal (RFP). Deliverables for this consultant will range depending on the bid. Illustrative activities may include but are not limited to:
· Interfacing with LWR’s senior staff to ensure an understanding of the requirements;
· Creating competitive and defensible cost and pricing data for the development of cost proposals in accordance with RFP specifications;
· Analyzing and conveying to senior staff the necessary requirements of government's RFP;
· Analyzing LWR’s cost structure to ensure its compliance with contracting requirements for a cost proposal development and implementation.
The consultant will work in close consultation with LWR’s business development team, programs, and finance. This consultant reports to the Senior Director of New Business Development.
Illustrative Deliverables:
As part of the Proposal Development team, this role will support review of proposals responding to USAID requests for proposals. Specific deliverables include:
- Analyze and provide recommendations on USAID contracting related to the cost proposal and pricing information.
- Develop proposal cost models/templates, formats, and pricing rationale in accordance with solicitation instructions, technical approach, corporate policies and CAS/FAR requirements. Work with country offices (finance and technical teams) and proposal managers to develop or support the development of the budget and budget notes.
- Identify pricing solutions through cost/benefit analysis of different scenarios or best practices to inform/propose to the cost proposal team through collaboration with program and technical staff at HQ and overseas.
- Perform finance review of the cost proposal (budget and budget notes) and identify preliminary costing/pricing requirements before the budget process starts through collaboration with program and technical staff at HQ and overseas.
- Conduct final cost review with senior staff prior to submission of proposals.
- Assist on assembly, final production, and quality control of pricing proposals.
- Gather and analyze project historical data and information on price competitiveness for use in the development of competitive cost estimates and proposals.
- Provide Finance support in development of cost-related responses to post-submission donor questions/requests for revision.
- Analyze and provide recommendations on USAID contracting related to technical proposal
- Provide support to a complete range of government contracting activities such as acquisition planning, evaluation of RFPs, assisting with interpretation and implementation of federal procurement regulations, and other procurement guidance.
- Support senior staff to strengthen their competitive intelligence to enable successful pursuit of RFPs.
- Lead and support bid capture, teaming and recruitment strategies for RFPs.
- Participate in proposal reviews and After Action Reviews, incorporating lessons into best practice guidelines and related job tools.
- Analyze performance on contracts bids and competitiveness within the international aid and development community, providing data and recommendations to inform senior management and executive decision-making.
- Analyze and provide recommendations on contracting related to human resources:
- Prepare, or review, HR requirements in bid solicitation; determine what is needed and by when; notify other HR members.
- Research, gather, and analyze data to determine appropriate salary level and job title for new positions.
- Work on proposal budget formulation to include specific allowances, benefits and salary data.
- Evaluate proposed and existing jobs and classify them in accordance with the levels of importance and responsibility.
- Provide support to HR department concerning interpretation of compensation practices and guidelines.
Key Qualifications and Competences:
- Demonstrated knowledge of USG (USAID, CDC, DOD, etc.) budgeting in international development context,
- Demonstrated knowledge of FAR, AIDAR and other relevant regulations
- Experience in developing proposals in the agriculture, value chain, and/or resilience sectors.
- Excellent understanding of government contracting vehicles and pricing schedules
- Strong English writing skills and ability to write or tailor content to solicitation requirements
- Proficient in Microsoft Office Suite
- Fluent English speaker required
