Purpose of the Position

The Regular Recruitment Section (RRS) in the Division of Human Resources (DHR) is in need of additional administrative support to cover recruitment-related activities performed within the unit. The temporary opportunity will fall under the overall supervision of an HR Manager in RRS - who are responsible for a full range of activities ranging from vacancy management, recruitment and staffing actions for designated functional portfolios. The temporary opportunity would be for an initial period of 1-6 months and may be subject to extension depending upon availability of funds.

Key Expected Results

Under the guidance of the HR Recruiter and in close collaboration with the other members of the team, the incumbent's assignment will focus on:

  • Participating in the pre-selection and short-listing of candidates and support the Unit in reviewing applicants' profiles for minimum eligibility criteria;
  • Pre-screening Office Recommendations and facilitating submission to CRB for review, including relevant communication/follow-up with Clients;
  • Enter relevant information into UNICEF's e Recruitment system, including uploading of documentation for review by the Central Review Body (CRB);
  • Prepare and complete DHR check-lists for review and subsequent submission of the case to the CRB;
  • Pre-screening requests for Temporary Appointments and accordingly communicating with the Recruitment Team as well as requesting clients;
  • Prepare and submit requests for External Male Approval and follow-up through to approval;
  • Prepare and submit requests for Technical Clearance in Operations' Functional areas and follow-up through to approval;
  • Draft step calculations for IP and GS appointments and work closely with other HR Assistants to complete in order to prepare offer letters;
  • Communicate with applicants to clarify on unclear data entries in e-recruitment;
  • Follow-up with Clients on status of cases with a view to meet Key Performance Indicators for Recruitment.
    Additionally, the incumbent is expected to actively communicate with the Unit as well as to Client's in respective functional areas, regional offices, field offices, and applicants, where appropriate, to keep relevant parties informed of progress in the selection process as instructed by supervisor. Moreover, the incumbent is expected to undertake other duties as required and assigned by the supervisor. Exact tasks may be added or modified throughout the time period of the assignment depending on Unit workload and emerging priorities.

Qualifications of Successful Candidate

  • Completion of a high-school diploma is a minimum requirement. A first-level university degree in human resources management, business or public administration is considered an asset.
  • A minimum of two years of relevant work experience in human resources management, administration or related areas.
  • Fluency in English. Knowledge of another UN working language an advantage.

Competencies of Successful Candidate

  • HR Recruitment / Database management / Research & Analysis
  • Technical - Very good analytical skills and ability to synthesize concepts and material into clear and concise thoughts. Knowledge of a major platform e-Recruitment system is an asset. Additional knowledge of HR Database systems such as HRIS is highly desirable.
  • Technical - Knowledge of relevant computer systems and applications; excellent knowledge of software such as Lotus based applications and MS Office (Word, Excel, PowerPoint)
  • Managing resources - Organizes and manages information effectively to achieve defined goals and optimum results.
  • Communication - Effectively presents thoughts and ideas including complex technical concepts, in a clear, concise, and readily understood manner, both verbally and in writing. Listens to and acknowledges others' perspectives and views.
  • Flexibility - Works effectively on multiple assignments simultaneously and adapts to changing demands and circumstances.
  • Good communication and interpersonal skills - able to work well in a team environment.
  • Ability to work independently
