Basic Purpose:The Director of Global Health supports the Deputy General Secretary (DGS) of Global Health to provide strategic short and long-term vision and implementation strategies for the denomination’s Global Health Initiative (GHI). Specifically, the Director will oversee the GHI strategic visioning process, engaging a vast range of stakeholders, to design the programmatic and technical platform of the UMC’s global health ministry for the next 3 - 8 years.
He/she will be responsible for designing the Unit’s work and action plan. The Director will then coordinate with the DGS of Global Health to manage the day-to-day operations of the Global Health Unit staff to implement the programmatic and technical aspects of GHI. He/she serves as a high-level representative of GHI and acts as key liaison, along with the DGS, to all international, regional, and national collaborating partners, as well as manages critical relationships with those stakeholders.
Essential Job Functions:
Global Health Strategic Leadership
- Leading the global health team to develop and refine strategic goals and objectives for the promotion, improvement of Maternal Child Health (MCH) and Community Based Primary Health (CBPH) at the international and national levels.
Global Health Operations
- Ensure the overall quality of the health program by working with the health team and international and regional partners to develop and implement operational standards to ensure the delivery of quality health care at partner UMC structures (where applicable):
- Develops and/or identifies training modules and experiences to build the capacity of the UM Health Boards
- Provides strategic leadership and technical direction for MCH, health systems strengthening, and global health policy
- Design Phase II of the Health Board and Health Systems Strengthening Strategy, to focus on the increased governance and management skills of UMC health boards, and to begin the strategic planning process for UMC hospitals and health facilities around the (developing) world.
- Directs the global health team to effectively implement and evaluate program activities, using relevant data to continuously inform strategic direction.
Imagine No Malaria
- Oversees the identification of the impact of the INM program and communicates this information for advocacy and campaign purposes.
US Health Portfolio
- Directs and manages the Domestic US health strategy portfolio to ensure an expanded scope of activities, broaden reach and engagement with US UMC hospital.
Grant Portfolio Management
- Continuously monitors and assesses GHI grant portfolio and management process (including The Advances), to ensure GHI Program Officers efficiently deliver donor and partner resources to strong local grantees that support life-saving/changing programs.
Monitoring and Evaluation (M&E)
- Manages and directs the collaboration between GHI Program Officers and M&E Technical Officers to draft high quality internal and external results-focused program reports. Oversees the timely gathering of relevant health and program data for communications, reporting, assessment and program improvement.
Human Resources Management
- Directs and manages the GHI Team as well as cultivates and deepens the skills and experiences of the team.
- Writes performance reviews and guides the design of individual work plans that fold into the Global Health Unit Strategic Plan.
- Participates in the hiring process of health team members
- Provides other human resources coaching and management as related to the team. Facilitate corrective action if needed.
- Also provides oversight of global health missionaries, consultants ETC
Communication & Networking
- Provides guidance and structure to UMC facilities and churches on how to support UMC facilities oversees. Leads project staff in engagement with relevant NGOs, coalitions, health experts, media and UMC structures in the US and oversees as appropriate.
Major Accountabilities:
- Develop and deliver GHI Strategic Plan and Work Plan.
- Hire the HSS Executive and oversee the design and implementation of the Health Board and HSS Strategy for the Global Health Unit.
- Facilitates international and domestic partnerships (such as with large scale bilateral agencies, faith based organizations, communities organizations, other UMC Agencies, stakeholders, etc.)
Requirements:
- A Doctorate in Public Health or other related field.
- Knowledge of global health practice areas, including infectious diseases; tropical diseases; maternal, neonatal, and child health; Community Based Health Care (CBHC); health governance; as well as public health and clinical research.
- Understanding of the United Methodist Church as well as theological studies and business administration courses desired but not required.
- Fundraising and partnership skills (grants, solicitations, and networking) a plus.
- Strong communication and representation and negotiation skills with excellent spoken and written English. Fluency in French or another foreign language will be an asset.
- Knowledge of data collection methods and data analysis skills.
- Strong human resource, project and budget management skills required.
- An understanding of current debates and directions in global health and an ability to leverage these to drive outcome focused results.
- Minimum of 10 years of program management experience in international health programs, with solid technical understanding of health systems.
- Experience in preparing public statements on policy or organizational positions and associated media work.
- At least five (5) years’ experience leading technical, multidisciplinary, multicultural and well-motived teams.
- Experience in design, management, and monitoring of global health programs.
- Experience in capacity strengthening, training and health systems strengthening methodology.
- Working knowledge of faith-inspired health initiatives, programs and partners around the world.
