The PNG country office has a highly successful track record and is a major player at national and provincial levels. We see huge potential for growth and we have an increasingly diverse and stable funding base.
Role overview
You will drive our programmes in Papua New Guinea focusing on our health and gender components initially. Our Health/HIV component includes mature work where we have provincial level influence and are targeting the most at risk populations. Our gender components are newer areas of work that are just taking off, and where there is ample scope to develop new thinking and programming opportunities. You will play a key role in developing and managing our programmes, securing funding and taking the programmes to the next level. Currently 15 volunteers are supporting initiatives focused on gender based violence, women’s empowerment, and HIV and AIDS. As the programme increases, the additional new programme resources will be recruited to support the growth.
Reporting directly to the Country Director, you will be working with the other team members to deliver quality programming which includes:
• Programme development and delivery
•Programme funding (building relationships and writing funding proposals)
• Partnership development and management (developing relationships with partners in civil society and government and identifying with which partners VSO could collaborate to have impact and representing the organisation)
• Programme management, (planning, budgeting, monitoring, evaluation, learning and reporting)
• Volunteer management and support (playing a key role in the placement development, selection, induction and ongoing support to international volunteers.)

Skills, qualifications and experience required
You will have a proven track record managing development projects, and building successful relationships with key stakeholders. You will demonstrate strategic thinking and have excellent planning and organisational skills.
You will be experienced in securing funding and managing donor relationships. You will use an evidence based approach to your monitoring, evaluations and donor reporting. You will have good analytical, problem solving, reporting and financial management skills. You will also have excellent people management skills including experience working with a team (for example, supporting international volunteers who are working in demanding environments).
To make this challenging role a success, you will have a sectoral knowledge in the field of health, gender and development with proven practical programme management experience.
There will be substantial travel for up to 30% of time, both within the country and occasionally internationally and some weekend and evening work. (Time off in lieu of hours worked will be available for additional hours).
