Introduction

Almost four years on from the earthquake, with vastly reduced funding available for services in camps and with the need to return to normality, the operational focus for the Haitian Government and for IOM is increasingly turning to helping the camp populations return to their neighborhoods of origin. In this context of transition from camp management to return assistance, a special focus on the protection outreach in neighborhoods of origin is essential to address special needs and respect the dignity inherent to every Internal Displaced Person (IDP) as human being.

The project focuses on building capacity of local community structures and will consist of information management to strengthen commune-based referral mechanisms devised in collaboration with the corresponding central authorities, as well as in human rights and protection concerns (sexual and gender-based violence (SGBV), child protection, documentation).

Context:

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Project Manager (Protection Unit) and in close coordination with the Programme Manager, Camp Coordination and Camp Management (CCCM), the successful candidate will ensure the development and implementation of training activities geared towards the protection outreach in area of return.

Core Functions / Responsibilities:

  1. Carry out learning needs analysis and identify specific training needs of IOM’s protection team, the local authorities such as the Ministry of Women (MCFDF), Institute for Social Welfare and Research (IBESR), and local protection partners (civil society, human rights groups) to reinforce and promote the protection referral mechanism and improve the technical and practical knowledge and capitalize on their already existing insights.
  2. Assist in analysing and designing training methodology; select protection training content and adapt materials/ tools for thematic workshop on protection issues at area of return level (quartier).
  3. Coordinate with partner organizations and governmental authorities to synergize existing training mechanisms. Design and oversee all protection training component.
  4. Develop, in coordination with the national authorities, a protection referral mechanism to be implemented at communal level.
  5. Provide coaching and follow up to trained community members and accompany them in the roll out in the implementation of prevention and referral mechanism.
  6. Oversee protection team training activities including four seconded agents from ministries involved in the project.
  7. Assist in the planning and organizing of workshop and training events at the communal level. Supervise protection team work plan.
  8. Establish relations and work closely with national and international NGOs and other national stakeholders in developing protection strategies at the quartier level.
  9. Assist in the management and coordination of the work of the CCCM/Protection team of national field staff.
  10. Evaluate the learning process and results, and assess the impact of the training objectives on the protection environment for IDPs.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Social or Political Sciences, International Relations, Law, Human Rights or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in the field at a national or international level in area of human rights including operational and field experience, IOM project development, and management;
  • Substantial experience in emergency and post-crisis environment, community mobilization, humanitarian assistance and human rights;
  • Experience in liaising with governmental authorities, other national and international institutions;
  • Proven ability to facilitate discussion in seminars and to moderate working groups; strong strategic and creative thinking;
  • In-depth understanding of protection issues including SGBV, child protection, human rights in the post emergency phase;
  • Demonstrated good knowledge of the United Nations, IOM and Non-Government Organization (NGO) mandates and programmes in the humanitarian responses, IDPs, post-conflict construction and development;
  • Previous working experience in Haiti is an advantage.

Languages

Fluency in English and French is required. Working knowledge of Haitian Creole is an advantage.
