The American Bar Association Rule of Law Initiative (ABA ROLI) is an international development program that promotes the rule of law by working with in-country partners to build sustainable institutions and societies that deliver justice, foster economic opportunity and ensure respect for human dignity. In collaboration with our in-country partners—including judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice, and human rights and civil society organizations—we design programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges. ABA ROLI has roughly 700 professional staff working in the United States and abroad, including a cadre of short- and long-term volunteers and legal specialists, who in fiscal year 2013 alone contributed $3.9 million in pro bono assistance.
JOB SUMMARY
The American Bar Association Rule of Law Initiative is seeking a judicial mentor in financial crimes for its “Program to Strengthen the Haitian Criminal Justice Sector” (“Program”).
ABA ROLI’s Haiti Program provides trainings on anti-corruption and anti-trafficking in persons for judges and prosecutors. Experienced International Mentors offer the training participants on-site support to help investigate, prosecute, and adjudicate these types of cases. We also work with stakeholders to advance the ongoing criminal code and criminal procedure code reform.
The International Mentor will spend one week in Haiti every three months from January 2015 to March 2016. Consultant fees, transportation, lodging, and meals and incidentals will be provided.
RESPONSIBILITIES
The International Mentor will provide best practices to judges and prosecutors in target jurisdictions to investigate, prosecute, and adjudicate anti-corruption, money-laundering and drug cases. This will include:
- Conducting a rapid needs assessment;
- Establishing a mentoring action plan with groups of mentees;
- Conducting best practices workshops;
- Conducting refresher trainings; and
- Preparing a guidebook with relevant documentation.
A local liaison will support the work of the Mentor. The liaison will provide all of the necessary technical and logistical support for the Mentor to be effective. This includes reviewing with the Mentor all relevant local legislation and jurisprudence, and facilitating meetings with leadership of the partner institutions. The liaison will also conduct continuous follow-up with the mentoring groups when the Mentor is not in the country.
The International Mentor will work under the supervision of the Country Director.
QUALIFICATIONS
- Demonstrated expertise in prosecuting or judging anti-corruption, money laundering, and drug cases;
- Eight years of relevant experience strongly preferred;
- Law degree strongly preferred;
- Experience working in Haiti or a French-speaking country preferred; and
- Fluency in French and/or Creole preferred.
