Counterpart International is seeking expressions of interest from qualified technical experts interested in working with Counterpart on an anticipated three-year Coastal Risk Assessment and Management Program in Barbados. The anticipated project is financed through Inter-American Development Bank via the Barbados Government’s Coastal Zone Management Unit. Counterpart seeks qualified technical experts in the areas following areas for potential short and long-term technical support and consulting roles. Exact nature of assignments will depend on the availability of funding, project needs, and the interests and preferences of selected experts and consultants. Technical Area Experts will be willing/able to work in Barbados; residents and nationals of Barbados are encouraged to apply.
· Coastal Engineer (experience in coastal geomorphology and beach dynamics); expert in Oceanography and/or Marine Science with particular emphasis on water quality analysis and modelling, hydrodynamics, biology and environmental degradation of the coastal and marine environment;
· Geotechnical Engineering expert
· Coastal Zone Management expert with specific experience in climate change adaptation and disaster risk management
· Institutional analysis and strategic management expert, as it relates to disaster risk management and climate change adaptation
· Spatial Data/IT network specialist with extensive experience in the development of risk databases and decision support platforms based on geographic information systems
· Institutional and Strategic Management Expert for disaster risk management and climate change adaption; and
· Attorney-at-Law with experience in Environmental policy and legal drafting
Duties and Responsibilities:
· Lend technical expertise to project design and implementation
· Conduct training workshops for local experts and organizations in their areas of expertise
· Contribute to the design of systems for measuring project performance
· Conduct formative, mid-term, and final evaluations.
· Conduct in-depth assessments of specific areas or issues of special interest to the project
· Advise project and headquarters staff
· Other duties as needs and qualifications permit
QUALIFICATIONS:
· Post-graduate degrees in: coastal engineering; oceanography; marine science; geotechnical engineering; risk assessment, modelling and management; coastal zone management; climate change adaptation; institutional analysis and strategic management
· Approximately 15 years’ of professional experience and internationally recognized expertise in coastal geomorphology and beach dynamics; water quality analyses; hydrodynamics and water quality modelling; biology and environmental deterioration of coastal marine habitats; coastal risk assessment; natural hazards and climate change modelling; development of risk databases and decision support platforms based on geographic information systems; development of IDB Indicators of Disaster Risk and Risk Management and its monitoring and evaluation; policy review and legislation and institutional strengthening for coastal zone management
· Approximately 10 years working experience in Barbados and/or the Caribbean or countries with similar geomorphology
· Extensive familiarity with the characteristics of coastal processes in Barbados
· Familiarity with the IDB’s operational norms and processes
· Excellent communication skills (oral and written) in English
