ORGANIZATIONAL SETTING
The Gender-Based Violence (GBV) Information Management (IM) Specialist works as part of a three-person “GBV team” within the Humanitarian Branch of UNFPA’s Programme Division. The GBV IM Specialist is the technical focal point to support UNFPA COs and others to safely and ethically document and disseminate information on GBV in humanitarian contexts. S/he works across the Fund and with key inter-agency partners to identify and promote best practices for GBV information management and to develop the capacity of GBV and other relevant experts to more effectively collect and use qualitative and quantitative GBV data.
JOB PURPOSE
The GBV IM Specialist supports UNFPA’s GBV team at HQ to proactively monitor and report on all relevant initiatives focused on GBV information management, including those being implemented at headquarters, regional and country levels. S/he maintains in-depth knowledge of relevant Fund and donor monitoring and reporting requirements and leads programme elements as appropriate. The GBV IM Specialist works closely with other GBV team members and relevant HQ, regional and country office staff to oversee evaluations of programme initiatives and advance innovative research that drives the evidence base in his/her area of work.
The GBV IM Specialist will also represent UNFPA at the technical level as part of the inter-agency team leading development and implementation of the Gender-Based Violence Information Management System (GBVIMS). An initiative of UNFPA, UNHCR, UNICEF and the IRC, the GBVIMS promotes safe and ethical collection, storage, and sharing of reported GBV incident data in crisis-affected contexts. In this role, the GBV IM Specialist actively participates with other members of the GBVIMS Technical Team to expand understanding and usage of the GBVIMS and promote safe and ethical practices in GBV data management. S/he supports the development of capacity building tools to increase the utility and understanding of the System within UNFPA, creates documents for learning and outreach, and seeks out opportunities to promote inter-linkages across UNFPA.
MAJOR DUTIES AND RESPONSIBILITIES
The GBV IM Specialist’s duties fall into three main categories: direct support to UNFPA’s efforts to collect, analyze, and share various GBV information; technical representation on and engagement with the GBVIMS initiative; and inter-agency action to inform IASC-endorsed information management tools to ensure inclusion of GBV elements and promote safe and ethical practices.
Specifically, the GBV IM Specialist is expected to:
- Support UNFPA’s GBV Information Management
- Maintain in-depth knowledge of all UNFPA efforts to document GBV in humanitarian contexts, including through in-depth research, assessments/situational analyses, mapping, programme development, monitoring and evaluation, and service-level data collection.
- Document country programmes to address GBV in humanitarian contexts. Identify promising or best practices and develop briefing notes and advocacy materials that highlight these stories.
- Support UNFPA HQ, Regional and Country Offices to develop and implement regional, national and local M&E plans to address GBV in emergency preparedness, disaster risk reduction (DRR), crisis response, and transition/recovery.
Provide off and on-site support to UNFPA Country Offices to develop and strengthen their GBV IM systems through guidance, and appropriate training.
- Support new and/or innovative research projects that drive the knowledge base for this field of work, including proactively engaging with regional and national institutions and relevant UN, NGO and academic partners.
- Substantively contribute to internal and external guidance and policy documents to ensure appropriate reflection of UNFPA’s work to address GBV in humanitarian contexts and to promote common messaging around the global response to GBV.
- Revise, update and develop new GBV IM tools and support materials based on lessons learned from GBVIMS roll-out efforts and other IM initiatives. Store and organize copies of all GBV tools and resources. Update and edit documents, such as handouts, glossaries, information sheets, cheat sheets, case studies and activities. Monitor the GBVIMS website and UNFPA’s Humanitarian Knowledge Management Portal to ensure that all of the latest tools and documents are available to users.
§ Create and support implementation of a communication strategy to actively advocate within UN agencies, the GBV AoR and with external partners to raise awareness of safe and ethical IM practices and advocate for GBVIMS usage.
- Support development of new proposals and prepare relevant donor reports; work closely with the Humanitarian Branch’s Finance Associate to ensure timely and accurate financial reporting, including by country and regional offices and implementing partners. Alert GBV Team Leader and Branch Chief immediately to any potential road blocks to project implementation, including but not limited to those requiring UNFPA engagement with donors.
- Represent UNFPA on the GBVIMS Technical Team
In consultation with the GBVIMS Steering Committee (SC) and GBVIMS Inter-Agency Coordinator (IAC):
§ Maintain oversight and direct engagement with all UNFPA-led GBVIMS rollouts.
§ Participate in GBVIMS technical support missions (including GBVIMS inter-agency missions) in humanitarian and other conflict-affected countries.
§ Proactively engage with other GBVIMS Technical Team members and take leadership on specific technical elements of GBVIMS development (including the development of training and guidance material).
§ Ensure GBVIMS alignment with other relevant UNFPA-driven data systems.
§ Manage UNFPA action to address recommendations from 5-year GBVIMS Evaluation.
- Inter-Agency Engagement for GBV IM Support
§ Review and provides comments to all GBV-related manuals and handbooks developed by the GBV AoR and other IASC or inter-agency bodies, especially when those documents make reference to the GBVIMS.
- Actively participate in the GBV AoR, UN Action and other relevant IASC and inter-agency forums to ensure GBV IM issues are well covered.
- Other duties as assigned by the GBV Team Leader and/or Humanitarian Branch Chief.

QUALIFICATIONS
· Advanced University Degree or equivalent in gender studies, social anthropology, law and women’s rights, sociology, cultural studies, public health, demography, socio-economics, or other field directly related to the substantive area identified in the title of the consultancy.
· 5 years of increasingly responsible professional experience in the area of gender-based violence gender equality, women’s empowerment, protection, and/or human rights of which 2 years at the international level in humanitarian context(s).
· Broad experience in GBV programming in emergencies, desirable.
· Experience in culturally sensitive programming, desirable.
· Strong track record of programme monitoring and evaluation.
· Excellent English writing skills.
· Fluency in English is required. Working knowledge of French is highly desirable.
