JOB SUMMARY:
The Budget Analyst works with field finance, Regional Finance Desk in Split, Croatia and Development Initiatives in DC on cost proposals. Assists with urgent cost proposals/budgets. Represents finance department in DC office and assists on finance related questions when/as needed.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Proposal/Budget Design and Development:
- Works closely with Development Initiatives on new funding opportunities, or funding announcements together with Regional Finance Coordinator and field Finance Admin Director.
- Lead the development of cost proposals for long-term development projects;
- Review and provide feedback on RFQ, RFPs, and POs, contracts/agreements issued or negotiated by International Medical Corps.
- Represents finance department in meetings with partners and external organizations;
- Participates in strategic planning for new development proposals, joins relevant meetings and conference calls.
- Reviews selected solicitations and provide analysis of the cost proposal requirements with accent on budget limitation, applicable regulations, shortfall calculation, or other unique requirements and International Medical Corps compliance with such requirements.
- Assist proposal development team in the review and interpretation of solicitation requirements regarding financial/regulatory requirements; provide guidance on how to effectively respond to the solicitations;
- Works closely with program, finance, logistics, HR, HTU, security and other departments, depending on solicitation requirements.
- Works on survey of partner’s financial management, proposal revision, BAFO and issue letter response, as needed.
- Provides final budget and other cost-related documents approved by Field Finance Controller, prior the final submission.
- Travels to field when/as needed to work on cost proposal directly with field finance and local partners, in agreement with DI and RFC.
Emergency Response:
- Works with Emergency Response Unit when finance assistance is needed after Split working hours or on days when Split office is closed to ensure around the clock support.
- Participates in ERU meetings and communicates with Regional Finance Desk outcome of meetings if needed.
Corporate Finance
- Assists the Assistant Controller with the DC office corporate budgeting process.
- Assist DC office staff with timekeeping and expense reporting solution. This includes solution training, data entry assistance and first line of troubleshooting.
- Review and approve HQ travel & training authorization requests for DC-based staff;
- Assist department managers in review and monitoring of expenses in TM1 & Cognos
- Review and approve DC office, procurements and disbursements requests
- DC office cash accounts management;
General:
- Reviews financial procedures and policies when needed, provides constructive solutions and participates in development of new procedures.
- Works collaboratively with team members
- Contributes to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors;

QUALIFICATIONS:
- Graduate degree in Finance or related field or Bachelor degree with accreditations CPA, preferred;
- 5+ years of progressing experience with grants/contract management finance;
Strong knowledge of USG and other (UN, EuropeAid, DfID, WB) donor regulations and requirements; - Experience working with USDA and FFP programs.
- Previous experience with international relief environment;
- Knowledge of Non-profit finance and accounting.
