Background:
The Data & Analytics Section has a yearly work plan of about $10 million a year. This section also has a large number of contracts and grant to track. With a staff of about 30 members, and only 3 administrative staff, the section requires support in these areas.
Purpose:
Under the general supervision of the Planning and Monitoring Specialist, D&A, the incumbent is expected to provide functional and administrative support to the D&A Section.
Major Duties and Responsibilities:
- Tracking budgets with VISION:
• Development and maintenance of a proper system (series of tools) to monitor D&A’s PBAs including LTAs and contracts
• Prepares, maintains and monitors various PBAs: monitors the overall commitments, expenditures of funds in accordance with the budget allotments. Takes necessary actions to ensure optimum use of funds. Prepares budget transfer requests, reversals etc. Generates various reports from VISION as required.
• Preparation of financial reports for donors in consultation with the supervisor. Advises and assists in the preparation of budget estimates for specific projects and activities.
- Strengthen systems and capacity in the area of contractual work:
• Build capacity and provide support in issuing LTAs, SSAs, PCAs etc.
• Develop/strengthen systems (series of tools) to track contracts such as LTAs, SSAs etc
• Monitors various contracts and LTAs
- Developing a system (tools) for initiating and monitoring Grants
• Develops and implements an electronic and hard copy filing system for all relevant materials related to grants for D&A Section
• Takes necessary actions to ensure there is follow-up on funds/materials missing from grants including drafting allocation memos etc.
- Developing and maintaining forecasts for future funding needs
· In consultation with the supervisor update forecasts for future funding needs.
· Develop various tables with varying degrees of details on available funds and unfunded areas.
- Other duties:
• Responsible for providing efficient and timely budgetary reports as requested.
• Providing support to develop contracts and organizing of meetings.
• Training of other staff on tools/modules etc. that include VISION.
• Develop PowerPoints related to above.
• Draft inputs to proposals, allocation memos and briefing notes as required
Deliverables are:
· Develop system (tools) for budget monitoring including LTAs and contracts
· Develop system (tools) for grant monitoring and LTA monitoring
· Preparation of contracts/LTAs
· Trained staff members on VISION specifically to track budgets, grants, SSAs and LTAs
· Developed an electronic manual (clear steps) on key processes for use in VISION, rules for issuing various types of contracts
· Preparation of draft notes, PowerPoints, proposals, tables etc. related to the above
Requirements:
Hands-on work experience in Administrative and Budget activities related to the job as follows:
· Experience in preparing, maintaining and monitoring project budget plans and expenditures; commitments, expenditures, and liquidation of funds;
· Experience and knowledge in generating and extracting data from VISION (on usage of Budget; accounting reports, statistics, etc.);
· Secondary graduation. Must pass UN clerical, typing tests in English.
· Experience in organizing meetings and high-level events
· Advanced knowledge of excel is required.
Relevant competencies:
· Good interpersonal and teamwork skills
· Knowledge of VISION and basic knowledge of development in VISION.
· Ability to work under tight deadlines and with numerous stakeholders
· Effective verbal and written communication skills
· Good analytical, recommending, documentation and organization skills
· Ability to exercise judgment and stay calm under pressure
Duration
The work will be carried out for six (starting from approximately February 1, 2015 to July 30, 2015.
