Business Development Recruitment Associate, Social Impact, Arlington, VA

Position Description:

SI is seeking an experienced, full-time Business Development Recruitment Associate to support new business development. The position is based in Arlington, VA. The Business Development Recruitment Associate works under the supervision and direction of the Business Development Recruitment Manager to assist with new business development efforts in general, and to lead recruitment efforts on project proposals. For both large and long-term, as well as small and less complex proposals, the Associate will be assigned as recruitment lead, and supported by a Business Development Assistant, if necessary.

Responsibilities:

  • Develop and post position descriptions on appropriate recruiting sources.
  • Source qualified personnel for high priority key and non-key personnel positions.
  • Assist Technical Lead in determining finalist candidates for their approval according to proposal positions/requirements.
  • For each finalist candidate, conduct reference checks, and document any special conditions/preferences of proposal staff in collaboration with HR and support staff Collect and verify biodatas, rates, other cost information and provide to the Director of Contracts and Pricing Team for approval of rates; conduct salary, citizenship, and education verifications for each candidate proposed.
  • Conduct salary or daily rate negotiations with finalist candidates.
  • For long-term proposals, hand-off finalist personnel to HR Director to issue Contingent Hire packages.
  • Collect Letters of Commitment, writing samples, Conflict of Interest forms, other candidate documents required by the solicitation and provide to the Proposal Coordinator.
  • Format and tailor CVs and develop well-crafted bioblurbs for each proposed candidate according to the position and solicitation qualifications.
  • Work with the Proposal Coordinator to provide quality assurance on personnel-related documentation.
  • Contribute to drafting personnel, staffing, and recruitment-related sections of the proposal.
  • Notify personnel contacted but not selected for the proposal of their situation.
  • Maintain close contact with the personnel included in the proposal on a regular basis and notify them of significant changes in the status of the bid, including wins and losses.
  • Work closely with Social Impact proposal team members to ensure smooth communication on staffing and recruitment throughout the proposal.
  • Present a mix of lead candidates to the Technical Lead (or delegated team member) for short-listing and interviews.
  • Work with Technical Lead (or delegated team member) to create an Short-Term Technical Assistance roster if necessary;
  • Conduct pre-screening interviews and provide recommendations.

Qualifications:

  • Bachelor’s degree desired with two to five years of international development –specific recruitment.
  • Experience working with USAID and other development agencies required.
  • Very strong oral and written communication skills.
  • Capable of independent action.
  • Good computer skills: word processing, database management, and spreadsheets; fully comfortable utilizing online applicant systems and candidate databases.
  • Strong attention to detail.
  • Ability to follow through on multiple tasks in a fast-paced environment.
  • Foreign language skills (Spanish, French) desirable.
  • Working knowledge of MS Office, including Excel, and desktop publishing applications.
