Project Summary:
The purpose of this project is to provide technical and advisory services to USAID/OFDA and implementing partners in the areas of project monitoring, evaluation, research, organizational learning, and knowledge management to enable USAID/Sudan to fulfill its performance and evaluation requirements.

Position Summary:
An M&E Technical Specialist is needed in Khartoum to facilitate training staff members on the use of the monitoring system, perform continuous reviews on incoming data to ensure its validity and integrity, and troubleshoot issues and obstacles as they occur for local MSI and partner staff. Additionally, the M&E Technical Specialist will be responsible for configuring and maintaining all program IT systems including computers, printers, and cell phones. The incumbent will also assist in the training of program and partner staff members. The M&E Technical Specialist must maintain constant, open, and honest communication with HQ based support to ensure issues are resolves as soon as possible. Period of performance is from November, 2014 through September, 2015.
Responsibilities:
- Set up and maintain all program hardware and software to ensure 24/7 operation under the guidance of the HQ-based M&E Specialist.
- Train program and partner staff on monitoring and verification methods and techniques using smartphone applications.
- Ensure all IT and communication policies are implemented and followed by program and partner staff.
- Collaborate effectively with team members in Khartoum, Darfur, and the United States.
- Conduct program knowledge management tasks, including regular data backups, in accordance with the HQ-based M&E Specialist.
- Perform daily reviews of incoming inspection data with a focus on geographic verification and reasonableness.
- Assist with the local procurement of specified hardware and software including smartphones, computers, and other equipment.
- Contribute to the development of monthly site visit plans, including the production of site visit maps using desktop GIS software.
- Develop maintenance schedules and enforce them for all program equipment.
- Act as the main point of contact for local technical suppliers and service providers.
- Tests new mobile inspection templates to ensure accuracy and functionality prior to field distribution.
- Provides technical support to program and partner staff as needed.
- Other IT and communication-related duties as assigned by management.
Qualifications:
- Bachelor’s degree from an accredited academic institution in computer science or a related field.
- Minimum of three (3) years’ experience in an IT and/or communication-related field, preferably with an international organization.
- Demonstrable experience with Microsoft Office and Windows 7 as well as mobile and cloud-based applications.
- Working knowledge of the Android operating system and advanced smart phone functions.
- Excellent communication skills with fluency in written and spoken Arabic and English.
- Demonstrated ability to work under pressure and meet deliverables within a given timeframe.
- Demonstrated ability to multi-task under pressure plus enthusiasm and interpersonal skills.
- Ability to travel to West and South Darfur as necessary in support of the program, including initial training visits.
- Previous experience working on project monitoring and data collection efforts preferred.
